The predicted salary is between 60000 - 75000 £ per year.

To provide strategic leadership for all procurement and key commercial activity across the organisation, creating a high‑performing, compliant and value‑driven function that underpins the delivery of corporate and regional priorities. To lead the design and implementation of strong governance, consistent operating models and modernised processes aligned to the Procurement Act 2023 and the National Procurement Policy Statement – positioning procurement as a core strategic enabler across TVCA.

Central to the role is leading the implementation of the four strategic pillars set out in the Procurement & Commercial Strategy 2026‑2030: Best Practice, Embedded Social Value, Digital & AI, and positioning TVCA as a supplier‑focused organisation. To oversee early planning and complex, high‑risk procurements, and through the establishment of the TVCA Contract Management Centre of Excellence, drive improved contract management standards to support major programmes.

Through strong market insight, early engagement and whole‑life value approaches, the role strengthens commercial outcomes and mitigates risk across a growing and increasingly complex portfolio. The postholder also plays an important role in creating an ethical, inclusive and locally focused procurement approach that delivers real benefits for Tees Valley residents and businesses. This includes building social value into all aspects of the procurement lifecycle, supporting MSME involvement, helping suppliers develop, and creating a transparent and accessible supply chain.

By modernising processes, using digital tools and AI, and strengthening supplier relationships, the Head of Procurement helps make the organisation a confident, attractive and future‑ready partner, maximising public value and supporting long‑term regional growth.
