About the role

The Public Sector Bid Manager is responsible for managing complex bids, framework responses and proposals from qualification through to submission. Working closely with Sales, Delivery, Marketing and subject‑matter experts, the role brings structure, quality and consistency to strategic pursuits while helping the business prepare for opportunities before formal procurement begins.

Key responsibilities

  • Lead end-to-end management of public‑sector bids, proposals, framework responses and call‑offs, ensuring submissions are compliant, compelling and delivered on time.
  • Develop bid plans, schedules, compliance frameworks and governance processes that provide clarity and accountability throughout each pursuit.
  • Coordinate contributors, subject‑matter experts and reviewers, ensuring content development remains aligned to evaluation criteria and strategic objectives.
  • Facilitate answer planning, storyboarding and review sessions that strengthen submission quality and consistency.
  • Manage review cycles, approvals, version control and submission readiness, reducing risk and maintaining quality standards.
  • Identify gaps in evidence, case studies and reusable content, supporting the ongoing development of bid assets and knowledge libraries.
  • Support bid/no‑bid decision making, capacity planning and pursuit governance activities.
  • Contribute to horizon scanning, procurement analysis and early opportunity readiness to strengthen strategic positioning before tender release.
  • Work with Marketing and wider stakeholders to improve proposition messaging, credentials and supporting materials.
  • Capture lessons learned and drive continuous improvement across bid processes, content and ways of working.

You have experience managing complex bids, proposals or framework submissions within technology, consulting, professional services or a comparable environment. You understand public‑sector procurement processes and can balance multiple deadlines without compromising quality or compliance. You are comfortable working with technical specialists, senior leaders and cross‑functional teams, helping diverse contributors produce clear, persuasive and well‑structured responses. Strong project management, stakeholder management and written communication skills enable you to maintain momentum across competing pursuits while ensuring submissions remain aligned to evaluation criteria and customer requirements. You bring sound judgement, strong attention to detail and a calm, solutions‑focused approach under pressure. Experience with structured bid methodologies, public‑sector frameworks, knowledge management tools or early‑stage capture activity further strengthens your ability to contribute to strategic pursuits.

A day in the life

A typical day may involve leading a bid kick‑off session, reviewing draft responses with subject‑matter experts, updating pursuit plans and coordinating review activities with senior stakeholders. You may assess new opportunities, support bid governance discussions, identify content gaps within a submission or work with Marketing to strengthen reusable assets. Throughout the process, you ensure contributors remain aligned, deadlines are met and submissions are delivered to a consistently high standard.
