About the Role
The Technical Programme Director is a senior, client-facing individual contributor who drives the delivery of complex, large-scale data and technology transformation programmes for enterprise clients across multiple sectors. The role combines deep technical programme management expertise with executive-level client engagement. You will oversee multi-million-pound programmes spanning data foundations, cloud platforms, AI agentic solutions and enterprise architecture — acting as a strategic partner to clients and internal stakeholders, and the ultimate escalation point for programme risk and resolution. You will play a key role in transforming the PMO function — adopting AI-powered solutions to modernise operations and continuously raise the bar on frameworks, governance and tooling and ways of working.
Responsibilities
- End-to-End Programme Ownership: Lead complex, multi-workstream data and technology programmes from initiation through to completion, ensuring delivery against scope, budget, time and quality standards for major enterprise clients in regulated sectors.
- Senior Client Engagement: Build and sustain trusted relationships at the most senior levels of client organisations, including CTO, CDO, and CIO. Serve as the strategic programme partner, translating complex technical delivery into clear business value and outcomes.
- Governance & Reporting: Define and own programme governance structures, steering committees, RAID management, and executive reporting. Lead programme-level QBRs, ensuring client stakeholders have clear visibility of progress, risks and strategic direction.
- PMO Transformation & AI-Driven Innovation: Lead internal projects and workstreams to develop PMO capability and scale it, improving processes, templates and governance standards that raise quality, efficiency and consistency across the practice.
- AI Adoption & Innovation: Drive the agenda to establish AI and agentic solutions at the heart of tooling, framework, and processes. Proactively identifying and piloting AI-powered solutions that modernise how projects are planned, tracked and governed.
- Methodology & Best Practice: Apply Agile, PRINCE2 or hybrid delivery methodologies pragmatically across engagements. Contribute to knowledge sharing and lessons learned across the PMO.
- Budget & Commercial Acumen: Manage project budgets and forecasts with a clear commercial lens, tracking spend against plan and flagging risks to margin or scope early. Support wider commercial activities, including change control and project reporting. Proactively identify, escalate and resolve programme-level risks and issues.
- Collaboration & Peer Leadership: Partner with peers in PMO, sharing delivery insights, supporting complex engagements, and collectively raising the standard on delivery for clients. Effective in leading peers on designated strategic projects.
- Technical Collaboration: Work closely with engineers, subject matter experts and technical leads to ensure delivery plans are realistic, dependencies are understood, and technical risks are identified early. Bring sufficient technical fluency to challenge, guide and represent the work credibly with clients.
- Business Development Support: Contribute to proposals and new business pursuits, drawing on delivery experience to help shape approach, resourcing and estimates for prospective client engagements.
Qualifications
- Programme Leadership: Proven track record delivering large-scale, complex data and technology projects and programmes (£1m+) for enterprise clients, including within regulated industries such as telecommunications, from initiation through to post-implementation.
- Technical Depth: 10+ years of programme management experience with strong working knowledge of data foundation and cloud technologies (e.g. GCP, Azure, AWS), data architecture, and enterprise system integration. Comfortable engaging with architects and engineers at a technical level.
- AI & Innovation: Practical proficiency in developing and connecting AI systems and tooling to modernise PMO operations underpinned by a genuine curiosity to explore and innovate with AI solutions.
- PMO & Governance: Solid understanding of PMO frameworks, governance structures and delivery tooling (e.g. Jira, Smartsheet, MS Project). Experience leading initiatives to improve PMO practices within a consultancy or professional services environment.
- Executive Stakeholder Management: Demonstrated ability to engage, influence and build long-term relationships with C-suite and senior client stakeholders. Confident in presenting complex programme status, risks and strategic recommendations at board level.
- Delivery Methodology: Strong command of Agile, PRINCE2 or equivalent frameworks, with the pragmatism to apply them appropriately to different programme contexts. Formal certification (e.g. PMP, MSP, PRINCE2 Practitioner) is advantageous.
- Commercial Acumen: Experience managing programme-level budgets and forecasts, with a strong commercial mindset and the ability to identify risks to margin or scope early and take decisive action.
