Role Context:
Tech Mahindra, through its customers, delivers some of the most critical digital services in government, supporting immigration, borders, policing, public safety, and national security. Digital, Data and Technology (DDaT) is central to achieving these outcomes, enabling secure, resilient, and user‑centred services at national scale. We are seeking a Senior IT Delivery Manager with 20+ years’ experience to lead the delivery of a major, mission‑critical digital transformation programme within the UK Public Sector. This role will operate at the highest levels of delivery leadership, accountable for complex, multi‑supplier programmes aligned to the strategic outcomes.
Key Responsibilities:
- Strategic Delivery Leadership: Provide end‑to‑end accountability for the successful delivery of one or more large‑scale digital transformation programmes. Lead delivery across multiple Technology Delivery Manager and Outcome Delivery Manager teams, consistent with the customer’s Office delivery‑management model. Ensure delivery aligns to customer’s strategic priorities.
- Governance, Assurance & Reporting: Establish and maintain robust programme governance, assurance, and reporting in line with customer standards. Prepare and present delivery updates to Senior Responsible Owners (SROs) and executive committees. Support internal and external assurance activities, including audits, gateway reviews, and security assessments. Lead delivery of complex digital, data, automation, cloud, and legacy‑modernisation initiatives that support customer’s operational services. Ensure services are delivered in line with customer’s DDaT principles, including user‑centred design, automation, resilience, and security‑by‑design. Oversee the full service lifecycle, from discovery and build through live operation and continuous improvement.
- Stakeholder & Policy Alignment: Act as a senior interface between policy, operational, and technology stakeholders, ensuring digital delivery supports legislative and operational intent. Build trusted relationships. Translate complex technical delivery issues into clear, actionable information for senior non‑technical stakeholders. Own programme‑level financial management, including budgets, forecasts, cost controls, and benefits realisation. Manage complex supplier ecosystems, ensuring effective performance, contract compliance, and value for money.
- Risk, Security & Compliance: Identify, manage, and mitigate delivery, operational, cyber, and security risks across the programme. Ensure compliance with BPSS requirements and applicable national security vetting, data‑protection obligations, and customer’s security frameworks. Embed resilience and security considerations into delivery decisions for systems of importance.
- Leadership & Capability Development: Lead, mentor, and develop senior delivery professionals. Promote a culture of accountability, continuous improvement, and inclusive leadership.
Essential Experience & Skills:
- 20+ years’ experience delivering large‑scale IT and digital transformation programmes.
- Proven track record of operating at SRO and executive stakeholder level.
- Deep expertise in programme governance, delivery assurance, and complex transformation leadership.
- Strong understanding of Agile, hybrid, and traditional delivery models in large public‑sector environments.
- Experience managing multi‑vendor delivery and complex commercial arrangements.
Desirable Experience & Qualifications:
- Experience delivering services aligned to UK Public sector or similar departmental strategies.
- Programme or delivery certifications (e.g. MSP, PRINCE2, Agile leadership frameworks).
- Prior experience on security‑sensitive programmes.
