Role Context: We are seeking a Senior IT Delivery Manager with 20+ years experience to lead the delivery of a major, mission critical digital transformation programme within the UK Public Sector. This role will operate at the highest levels of delivery leadership, accountable for complex, multi-supplier programmes aligned to the strategic outcomes.
Responsibilities:
- Strategic Delivery Leadership: Provide end-to-end accountability for the successful delivery of one or more large scale digital transformation programmes. Lead delivery across multiple Technology Delivery Manager and Outcome Delivery Manager teams, consistent with the customer Office delivery management model.
- Governance, Assurance & Reporting: Establish and maintain robust programme governance, assurance, and reporting in line with customer standards. Prepare and present delivery updates to Senior Responsible Owners (SROs) and executive committees. Support internal and external assurance activities, including audits, gateway reviews, and security assessments.
- Digital & Technology Transformation: Lead delivery of complex digital, data, automation, cloud, and legacy modernization initiatives that support customer operational services. Ensure services are delivered in line with customer DDaT principles, including user centered design, automation, resilience, and security by design. Oversee the full service lifecycle, from discovery and build through live operation and continuous improvement.
- Stakeholder & Policy Alignment: Act as a senior interface between policy, operational, and technology stakeholders, ensuring digital delivery supports legislative and operational intent. Build trusted relationships. Translate complex technical delivery issues into clear, actionable information for senior non-technical stakeholders.
- Commercial & Financial Management: Own programme level financial management, including budgets, forecasts, cost controls, and benefits realization. Manage complex supplier ecosystems, ensuring effective performance, contract compliance, and value for money.
Essential Experience & Skills:
- 20+ years experience delivering large scale IT and digital transformation programmes.
- Proven track record of operating at SRO and executive stakeholder level.
- Deep expertise in programme governance, delivery assurance, and complex transformation leadership.
- Strong understanding of Agile, hybrid, and traditional delivery models in large public sector environments.
- Experience managing multi-vendor delivery and complex commercial arrangements.
