We’re supporting a major organisation on the South Coast looking for an experienced Programme Manager with a proven track record in delivering complex IT and Cyber Security programmes across Operational Technology (OT) and Network Information Systems environments. This permanent role offers the opportunity to lead a portfolio of business-critical cyber initiatives, ensuring compliance with industry regulations (including NISCAF).

Responsibilities

  • Leading and coordinating the delivery of cyber security, IT, and business programmes, particularly across OT and network infrastructure.
  • Managing a portfolio of projects, ensuring alignment with business objectives, regulatory compliance, and information security standards.
  • Overseeing the full delivery lifecycle – from initiation and design through to implementation and transition.
  • Line-managing a team of Project Managers and Analysts, providing mentorship, oversight, and strategic direction.
  • Collaborating with cross-functional teams including IT, InfoSec, business stakeholders, and external vendors.
  • Driving quality assurance across projects, enforcing governance and standards, and managing interdependencies.
  • Reporting on project progress, budgets, risks, and compliance issues to senior leadership and relevant authorities.

Requirements

  • Deep experience managing cyber security and network information security programmes, including NISCAF compliance.
  • Strong understanding of Operational Technology (OT) environments and associated risks.
  • Solid background delivering complex IT and business change projects.
  • Experience leading and managing project teams, third-party suppliers, and internal stakeholders.
  • Familiarity with delivery methodologies (Prince2, PMP, Agile).
  • Proven ability to manage large portfolios and influence stakeholders across IT and business functions.
  • Strong knowledge of risk management, regulatory frameworks, and security governance.
  • Water, Waste, or utilities industry experience would be advantageous.
