TDM Recruitment is working exclusively with a well-funded, growing residential investment business. They’re recruiting a Planning Manager to become their lead in-house planning specialist. It’s a newly created role: you’ll own planning risk across a large portfolio of residential sites delivered with developer partners, from acquisition through to completion and beyond.

Key responsibilities

  • Planning advice: be the business’s main source of planning advice across the development lifecycle, from opportunity and due diligence through to completion and handover.
  • Due diligence: coordinate planning due diligence on acquisitions and disposals. That covers reviewing permissions, decision notices, reserved matters, conditions, s106, highways and drainage agreements, and CIL exposure.
  • Portfolio tracking: track permissions, conditions, obligations and discharge requirements across the portfolio, and advise on whether each site is ready to complete.
  • Compliance: advise on non-compliance, enforcement risk, Section 73 and non-material amendments, and s106 interpretation.
  • Working with others: deal directly with developers, local authorities, legal advisers and consultants to resolve issues and secure practical outcomes.
  • Governance: build and maintain trackers, risk registers and reporting that are accurate, ready for audit and trusted by decision-makers.
  • Advisers: appoint, brief and manage external planning consultants while keeping ownership of the advice.

Experience and skills

  • 5+ years’ planning experience at a housebuilder, developer, housing association, planning consultancy or local authority.
  • Strong working knowledge of the English planning system: conditions, reserved matters, s106/278/38/104 agreements, CIL, appeals, enforcement and discharge.
  • Confident translating complex planning issues into clear, commercial advice for senior management and investors.
  • Highly organised and comfortable across multiple live sites, from high-level risk judgement down to detailed document review.
  • Degree in town planning or equivalent; chartered membership of the RTPI desirable.
  • Experience in residential development, build-to-rent or the private rented sector would be an advantage.
