The position of Audit Manager II, Financial Crimes Audit, High Risk Areas resides within the Financial Crimes Centre of Excellence of TD's Audit Department. The Audit Manager II is a Financial Crime Professional who is resilient, dynamic, trusted advisor and adaptive leader with knowledge and experience in facets of the Financial Crime Risk Management Program, including technology, data, models and emerging technologies such as Artificial Intelligence and Machine Learning. The role provides support and management of the Financial Crimes Audit Program, conducting audits of internal control systems to ensure effectiveness and regulatory compliance. The manager is accountable for assessing financial crime controls, issue management, audit planning, risk assessment, and adhoc projects, and serves as Auditor In Charge (AIC), overseeing a team of auditors during engagements.

Responsibilities

  • Assess controls, policies, and procedures to prevent, detect, and mitigate financial crimes such as fraud, money laundering, sanctions evasion, bribery, and corruption.
  • Conduct risk assessments, review regulatory compliance, and evaluate internal controls for adherence to legal and industry standards.
  • Collaborate with compliance, risk, and legal teams to recommend improvements and mitigate financial crime risks.
  • Support the development and implementation of audit programs by contributing insights and assisting with planning activities.
  • Participate in audit engagements across multiple areas, ensuring audits are conducted in line with established standards and timelines.
  • Execute the development of Audit Planning Memorandum (APM), Process Risk and Control Matrix (PRCM), Findings Grid, and Audit Report.
  • Complete Level‑1 reviews and sign off on all audit activities (walkthroughs, test scripts, test results, grid, evidence uploads).
  • Oversee or lead audits and/or execute follow‑up of findings from internal audits and regulatory reviews in accordance with policy.
  • Oversee audit communications and reporting with stakeholders, senior management, and external auditors for specific or overall audit area.
  • Contribute to audit initiatives by providing input, assisting in design and testing of solutions, and supporting implementation efforts.
  • Lead or manage integrated implementation of policies, processes, procedures, and changes across multiple functional areas.
  • Act as audit lead or advisor to management and respective teams for the area of specialization, reporting on emerging trends and recommending action to senior management.
  • Facilitate key discussions and provide thought leadership to executive audiences.
  • Adhere to internal policies, procedures, enterprise frameworks, and regulatory guidelines; review internal processes, identify control weaknesses, and propose operational improvements.
  • Manage relationships with business lines, corporate, and/or control functions, ensuring alignment with enterprise and regulatory requirements.
  • Stay abreast of emerging issues, trends, and regulatory changes and assess potential impacts on the bank.
  • Assess and identify key issues, escalating to appropriate levels and stakeholders as required.
  • Maintain a culture of risk management and control supported by effective processes and sound infrastructure in line with risk appetite.
  • Participate in cross‑functional and enterprise initiatives as a subject matter expert, providing guidance for complex situations.
  • Provide thought leadership and industry knowledge for own area of expertise.
  • Encourage a positive work environment that promotes service, quality, innovation, and teamwork, and communicate issues and points of interest in a timely manner.
  • Identify and recommend opportunities to enhance productivity, effectiveness, and operational efficiency.

  • Provide seasoned specialized knowledge, advice, and guidance to stakeholders and team members.
  • Lead or provide supervisory oversight on complex audits, ensuring completion.
  • Understand external competition, industry, and market trends related to own function/business.
  • Recognize that the scope of the role may have enterprise impact.
  • Undertake and complete complex audit projects and initiatives requiring specialist knowledge and the integration of cross‑functional processes.
  • Oversee or independently perform concurrent audits and related tasks from end to end.
  • Handle confidential information with discretion.
  • Report to a Senior Audit Group Manager or executive role, responsible for identifying and reporting operational risk events per policy.
  • Contribute positively to the organization’s reputation, managing reputational, conduct, and operational risks, following ethical practices and regulatory requirements.

Qualifications & Experience

  • Undergraduate degree required.
  • 7+ years of relevant experience.
  • Strong background in Financial Crime Regulations for the Region.
  • Certifications such as CAMs, CFE, CGSS, CAFS or regional equivalent.
  • Strong knowledge of Financial Crime regulations (AML, ATF, sanctions), FATF recommendations, AML/ATF and sanctions frameworks, emerging risk trends, typologies, Insider Risk, Fraud, Anti‑Bribery and Anti‑Corruption.
  • Knowledge of Financial Crimes governance, reporting, regulations, regulatory compliance management, policy, standards, procedures, customer due diligence, KYC, enhanced due diligence, customer risk rating, investigations, sanctions, money service business, politically exposed persons, high‑risk customer types, and regulatory reporting (LCTRs, EFTRs, TPRs, STRs), and transaction monitoring.
  • Experience and proficiency in audit, monitoring, testing, quality assurance, and quality control.
  • Strong communication, interpersonal and people‑management skills, project management, and ability to manage competing priorities.
  • Ability to write and review audit findings.
