Job Summary

  • Management of a minimum of 3 major projects, with multiple phases and complex technical constraints including large scale infrastructure.
  • Overseeing and coordinating with partners on non-residential commitments such as commercial and or community delivery in accordance with planning requirements.
  • Coordination and collaboration with other consortium developers on any consortium works in accordance with collaboration agreements or similar.
  • A new senior role within the business to support growth.
  • This is a role leading delivery with the support of a full technical and management team.
  • Lead management of formulation of remediation strategy, regulatory approval and working with Commercial and Production subsequent appointment/project support to remediation/earthworks contractors.
  • Overseeing and provision of project support in relation to the delivery of offsite highway or infrastructure works i.e. S278, drainage outfalls, offsite utility works.
  • Ensuring the management and co-ordination of the external consultant team through all stages of project procurement (Land & Planning, Commercial, Production, Sales and Adoptions, legal) and actively support the Project team in all matters arising.
  • Ensuring that all disciplines are fully joined up and in synchronisation. This may include drawings, suppliers and manufacturers' details.
  • Assisting in obtaining necessary Building Regulation Technical Approvals and advising all internal Teams of updates and progress.
  • Efficiently resolve and co-ordinate any issues arising from the external consultants.

Primary Responsibilities

  • Planning: Appraise major project land opportunities including summarise site constraints and estimate fee and service budgets. Review and provide Technical comment on planning applications. Coordination and attendance at community update and consultation events as may be required. Input into the clearance of applicable planning conditions and S106 planning obligations. Overseeing the preparation and submission of S73/S96a applications for Major Projects. Successful resolution of Technical planning matters, objections from statutory consultees.
  • Detailed Design: Prepare design tenders, review submitted tenders and appoint consultant teams in accordance with the Operating Framework. Prepare and maintain a detailed design programme in accordance with PMIP target dates. Ensure the preparation of comprehensive, coordinated working drawing packages for tender and construction (residential and non-residential) in accordance with Group standard product, standard details and standard specifications where appropriate utilising external consultants where necessary. Organise and lead design team meetings for Major Projects. Ensure the submission and securing of Building Regulations Approvals for developments. Ensure the clearance of all Building Regulation conditions to ensure CML’s can be delivered in line with Regional targets and budget. Maintain a good understanding of environmental/ecological constraints to development and ensure that appropriate mitigation is undertaken to allow development to proceed in line with the Regional Programme. Ensure the detailed assessment and approval of all supporting suppliers and manufacturer’s information is undertaken. Obtain all assessments and ensure compliance with HQI, Lifetime Homes, Building for Life, DQS etc. Review and comment on the technical content of all sales literature to ensure compliance with working drawings. Maintain records of design changes/value engineering incorporated into finalised designs. Review and comment on any tender queries promptly, advising on the technical suitability of any value engineering proposals. Ensure CDM/EMS and Building Safety Act processes are followed and recorded throughout the design process for Major Projects. Oversee the securing of S278, S38, S104, S106, S185 agreements as necessary. Maintain fee trackers and prepare cost movement reports monthly for Major Projects.
  • Site Support & Supervision: Ensure CDM/EMS and Building Safety Act site start processes and site close out procedures are followed and recorded for major projects. Promptly resolve site queries in close conjunction with the project team. Ensure the site sales team and other internal teams are supported to ensure accuracy of sales/other Technical information.
  • General: Timely identification of resolution of ground issues. Preparation of remediation/earthworks strategies and approval with the regulators. Responsible for driving delivery of key Major Project infrastructure including but not limited to offsite/onsite highways, drainage works, utilities. Prepare for, attend, and participate in all necessary key meetings as required by the Operational Framework/PMIP process. Attend site as necessary to fulfil the responsibilities of the role. Coordination of any non-residential partners. Lead and manage the project teams for Major Projects to enable all developments to move forward.

Experience, Qualifications, Technical Requirements

  • A thorough knowledge of the full development/technical process.
  • Previous experience in a senior technical/engineering role.
  • Industry related qualification.
  • Attained or working towards a professional accreditation with RICS, CIOB, ICE or RIBA.
  • Ability to work under own initiative.
  • Excellent communication skills and teamwork.
  • Ability to manage external consultant and team and ensure all deadlines are met.
