Job Summary
Supporting the Senior Commercial Manager in the following:
- Setting targets and goals across the commercial department and ensuring that plans are in place to deliver those goals.
- Managing, motivating and training staff across the commercial function.
- Maintaining the business culture and control framework within the boundaries set out in the Operating Framework, the Commercial Manual, P.M.I.P. processes and other Taylor Wimpey CDM processes.
Primary Responsibilities
Resource Management
- Manage the Quantity Surveying and Buying activities so that procurement and cost reporting are aligned within the COINS framework.
- Ensure adequate resources are on site to commence build in line with Development Programmes.
- Monitor and evaluate subcontract performance and take any appropriate action.
- Work with all subcontractors and suppliers to negotiate best deals where appropriate and work with other departments to improve cost effectiveness.
- Provide additional line management to a team of Commercial Administrators.
- Ensure all departmental commitments to Health and Safety are adhered to and promoted with internal and external contacts.
Full Commercial Management of Housing Projects
- Assist the Land team with LPEs, estimating and completing land purchase exercise viability and financial pack if the bid is successful.
- Calculate all the prime costs on developments within the business, reporting any movements in the costs since the preparation of the land purchase exercise.
- Negotiate and place orders with labour and material subcontractors on a competitive tender basis.
- Provide a detailed cost budget and share it with the Site Manager at the appropriate time.
- Carry out the full CVR process and prepare and present information for P&L meetings, taking a lead role.
- Maintain the development budgets both in COINS and BoQ.
- Ensure regional commitments to Infrastructure projects are met, reported and maintained regularly to avoid out‑of‑date costs.
- Take responsibility for all SIT Budget and ATP submission packs, ensuring that DMD approval of all documents is received in good time to avoid production delays.
Monitoring and Cost Reporting
- Monitor the performance of suppliers and subcontractors in conjunction with site-based staff and provide feedback outlining unacceptable standards of materials or performance.
- Report on Value Improvement actions through Quarterly Value Improvement Meetings.
- Manage, monitor external Project Managers Infrastructure Valuations and TW internal cost‑to‑complete reports and reflect latest estimates of incurred and forecast expenditure.
- Prepare regional Work In Progress (WIP) projections for annual Budget submission to Group. Monitor monthly, reporting excesses, savings and predicted future cost impact.
Scheduling and Quantifying Materials and Labour
- Complete the apportionment of total prime costs to individual plots and produce a profit analysis.
- Monitor and explain subcontractor cost movements.
- Be responsible for subcontractor payments, variation orders and day works.
- Undertake valuations of production at budgeted cost monthly and split the cost of profit completions and potential future profit to estimate a value for work in progress.
- Report on savings and excesses against budget costs to the Director.
Experience, Qualifications, Technical Requirements
- Strong knowledge of all buying and quantity surveying activities.
- Good knowledge of Building Regulations, NHBC and Health and Safety requirements.
- Wide experience in procurement and purchase of materials and sub‑contract labour.
- IT literate (COINS system preferable).
- Managing a team.
