Location - Alpha House - Chilworth Science Park - SO16 7NS

Pay - £25 - £30 per hour

Type - Full Time, Hybrid Working Model

Length - 12 Months Minimum (Mat Cover + Cover for phased return)

Job Specification - Workforce & Resourcing Manager

Purpose of the Role

To lead workforce planning, resourcing, and organisational change activity within a large, complex public‑sector programme. The role ensures staffing stability, effective planning, strong workforce analytics, and expert HR guidance through ongoing organisational transformation.

Key Responsibilities

  • Workforce Planning & Resourcing
    • Maintain appropriate staffing levels across multiple workstreams.
    • Forecast workforce needs, identify gaps, and manage recruitment/retention risks.
    • Support future workforce modelling and skills‑mapping.
  • Organisational Design & Change
    • Support organisational redesign, role mapping and transition planning.
    • Provide HR expertise on restructuring, change processes and staff impacts.
    • Support staff engagement and communications.
  • HR & Governance
    • Work with central HR colleagues on people processes, including those linked to organisational change.
    • Ensure compliance with relevant policies and employment legislation.
  • Workforce Reporting & Data
    • Produce workforce reports on headcount, absence, turnover, and other metrics.
    • Analyse data to identify trends, risks, and opportunities.
    • Maintain accurate workforce records and reporting tools.
  • Stakeholder Engagement
    • Work closely with senior leaders, HR partners, finance and external stakeholders.
    • Provide expert advice to support decision‑making.
    • Support clear and consistent staff communications.

Skills & Experience

  • Essential:
    • Experience in workforce planning, resourcing, or strategic HR within a complex organisation.
    • Strong analytical skills and confidence using Excel for workforce reporting.
    • Ability to communicate clearly and manage sensitive or complex conversations.
    • Ability to work with senior stakeholders and manage competing priorities.
  • Desirable:
    • CIPD qualification or equivalent experience.
    • Experience in public‑sector, university, or research‑funded environments.
