About the Role:
We are looking for a Bid Programme Manager to coordinate and manage complex bids from start to finish. You’ll lead the development of bid plans, ensure compliance with tender requirements, keep governance tight and clear, and work closely with subject‑matter experts and senior stakeholders to deliver high‑quality, timely submissions. This role sits at the heart of the bidding function and offers the opportunity to influence major projects while working in a collaborative, mission‑focused environment.
Key Responsibilities:
- Manage and coordinate the full bid tender lifecycle, ensuring all components are delivered on time and to a high standard.
- Develop and maintain detailed bid plans with clear milestones, timelines, responsibilities, and governance checkpoints.
- Communicate all “Instructions to Bidders” requirements and ensure full compliance across the team.
- Lead structured bid governance processes, including Blue, Red, Green and Gold reviews.
- Track progress, risks, and actions, ensuring stakeholders remain engaged, aligned, and informed throughout.
- Coordinate inputs across SMEs, writers, reviewers, and operational leads.
- Manage and support a Bid Coordinator, including delegation, coaching, and development.
- Re‑work timelines and plans where extensions or changes occur.
- Capture lessons learned and drive continuous improvement across future bids.
- Conduct post‑project reviews to ensure ongoing enhancements to processes and performance.
About You:
You will thrive in this role if you are proactive, solutions‑focused, and comfortable working under pressure to tight deadlines. You’ll bring:
- A project management qualification and at least 3 years’ experience in a similar role.
- Proven experience managing bid processes, ideally within central government.

- Confidence using project management software.
