Main Purpose
As a member of the Sports Services Unit Management Team, the post-holder will be required to:
Lead the unit’s Quality Assurance team to include relevant input into any external quality validation schemes including Investors In People and Customer Service Excellence.
Lead on procurement within Sports Services, advising and assisting managers with all procurement exercises within Sports Services.
Keep records of all procurement documents and review end dates of all procurements across the Service.
Undertake periodic efficiency reviews within the Sports Services Unit to ensure a high-quality service is delivered to all stakeholders.
Main Roles and Responsibilities
Assist the Area Managers in reviewing service provision within Sports Services to include alternative methods of delivery ensuring a high quality efficient service is provided to all stakeholders.
Coordinate procurement requirements across Sports Services in accordance with Council policies and procedures including the drafting of specifications and tender documentation where necessary
Assist the Area Managers in the monitoring of relevant contracts within the Sports Services Unit ensuring compliance with procurement procedures.
Responsible for the implementation of integrated business support services across the Sports Services Unit including, assisting the Area Managers to fully maximise income associated with Vitality Membership and retention of information for relevant databases.
Control and maintain the Leisure Management software within Sports Services, ensuring that the software is used efficiently and effectively in accordance with Council procedures Develop and integrate the Vitality Household Programme, establish it as the main income and participation driver within Lagan Valley Leisure Plex including the productive implementation of Legend Leisure Management software.
Effectively liaise with relevant Council Units and external providers to ensure that the income generating capacity, financial monitoring and customer service potential of ICT is developed to its maximum potential.
Periodically, undertake an internal audit/review of policies and procedures to ensure the harmonisation of policies and procedures across the Sports Services Unit and, in partnership with relevant colleagues, ensure policies, procedures and working practices are implemented in a co-ordinated manner across the Sports Services Unit.
Lead the review of Sports Services working practices in terms of the requirements of the Council’s external quality validation scheme(s).
Explore avenues to deliver efficiencies across the service including the potential to share staff across facilities and work streams including new ways of working.
Ensuring a co-ordinated approached, develop and implement business improvement action plans across the Unit.
Ensure that the requirements of the General Data Protection Regulation are maintained at all Unit facilities / services including the establishment and maintenance of robust procedures for the control of information and the training of staff on relevant issues.
Ensure compliance with Council policies and procedures and operate within the highest standards of management and personal behaviour, which reflect the core values and behaviours of the organisation.
Ensure the provision of high standards of customer care across all the services provided by the Unit.
Promote and manage the service effectively and communicate in a way, which enhances and promotes the public image and overall reputation of the Council.
Develop and enhance working relationships with relevant partners and stakeholders to maximise corporate and community planning outcomes and to generate innovation in service delivery.

QUALIFICATIONS
A degree or other Level 6 Qualification
EXPERIENCE
1.2- A minimum of three years’ relevant experience in: –
Managing a business or administrative function.
1.3- A minimum of three years’ relevant experience in the following areas:
The development of operational business plans.
Developing the use of ICT to support service delivery and income generation.
The effective introduction, implementation and monitoring of financial procedures.
Experience in implementing and maintaining external quality models such as Customer Excellence.
Where applicants do not hold the qualifications as outlined in 1.1 above, they must demonstrate a minimum of five years’ experience as outlined in 1.2 & 1.3 above

Hours of Work: 37 per week (4 days in the office, 1 day work from home where operationally feasible)
Rate of Pay: £20.66 per hour plus accrued holiday pay
