Role Purpose
To manage the daily operations of Drivers and Weighbridge Operatives within the Cement delivery business, ensuring all KPIs for safety, service, quality and financial performance are achieved. The role ensures full compliance with statutory and company safety, environmental and transport regulations while driving continuous improvement across logistics operations.
Key Responsibilities
- Health, Safety, Environment & Quality Compliance
- Manage all driver and vehicle legal compliance, ensuring full adherence to company and statutory requirements.
- Deliver safety, environmental and compliance KPIs and drive continuous improvement.
- Manage on-site safety including agency drivers and contractors, HIRAs, SSOW and safety observations.
- Ensure contractors fully comply with site rules and work permits.
- Lead collision/incident investigations, risk assessments, near-hit reporting and compliance with all safety standards.
- Complete customer site assessments (e.g., MPA) and ensure actions are closed.
- Promote interdependent safety behaviours through face-to-face engagement, telematics insights and driver briefs.
- Participate in internal and external audits.
- Chair driver and safety meetings, and contribute to quarterly HSEQ and Compliance meetings.
- Manage safety, environment and compliance escalations and investigations in timely fashion.
- Conduct and record emergency drills.
- Act as responsible duty holder for Legionella, Fire, Asbestos, Security and COSHH compliance.
- Customer Service
- Deliver Cement service KPIs and review performance weekly with the National Logistics Manager & Logistics Contracts Manager.
- Ensure continuity of supply to customers.
- Provide expertise for high-profile specialist projects (e.g., HS2, Thames Tideway, airport or nuclear industry requirements).
- Investigate delivery failures and returned loads, implementing corrective actions with the control tower or relevant parties.
- Manage customer complaints via the escalation process.
- Ensure effective handling of service enquiries, referring technical matters as required.
- Participate in local S&OP processes to support sales and site operations.
- Maintain fleet standards to ensure industry-leading delivery performance.
- Manage depot stock levels to meet operational demand.
- Work with sales and plant teams to address customer issues and manage supply during plant downtime.
- Financial Management
- Manage operational costs in line with budget and KPIs, acting on variances promptly.
- Report weekly performance to the National Logistics Manager.
- Develop local cost-reduction and efficiency initiatives across drivers, fleet and planning teams.
- Support preparation of local budgets.
- Ensure administrative compliance and support central reporting requirements.
- Manage company credit card usage and associated administration.
- People Management
- Build and sustain a high-performing, motivated team.
- Conduct regular performance reviews, set objectives and development plans, and manage training needs.
- Implement Performance Improvement Plans for underperformance.
- Maintain effective communication with drivers and office staff.
- Deliver regular business and employee briefings.
- Ensure compliance with national agreements.
- Manage holiday planning to ensure operational continuity.
- Conduct investigations, disciplinaries, recruitment, onboarding and exit interviews.
- Work with HR on long-term sickness, capability reviews and return-to-work processes.
- Develop team members to support succession planning.
- Site Responsibilities
- Oversee site infrastructure maintenance (parking, welfare facilities, fuel bunkers).
- Enforce site rules including emergency procedures.
- Manage site induction processes.
- Serve as main contact for emergency services.
- Maintain relationships with works management ensuring compliance with company standards.
- Develop and manage logistics site VPMP and SIP documentation.
- Review and update site HIRAs and SSOW.
- Ensure welfare facilities meet Tarmac standards, coordinating internal/external support as needed.
- Administration & Additional Duties
- Lead internal and external audit processes ensuring full compliance.
- Support month-end reporting and ensure deadlines are met.
- Network and share best practice across the business.
- Stay informed on transport and industry developments.
- Visit customers as required.
- Ensure GDPR compliance.
- Engage with local communities in support of Tarmac's sustainability programme.

- Experience
- Minimum 3–5 years transport management experience.
- Ability to work independently and make operational decisions.
- Experience/awareness of FORS requirements.
- Experience/awareness of DVSA Earned Recognition scheme.
