We are currently recruiting for an Engineering Resource Coordinator (Engineering Technician) to join our Highways Team working on the Norfolk Highways project of works. The role is based at our Tarmac Norwich site, in Norfolk and is easily commutable from Spixworth, Wymondham, Taverham, Loddon, Aylsham, Hemsby, Great Yarmouth, Gorleston-on-Sea, Hopton, Lowestoft, Beccles, Dereham, Cromer, North Walsham and the surrounding areas.

Role Responsibility
As the Engineering Resource Coordinator, you will work strategically on the works programme and contractors resource planning and application, ensuring optimal utilisation of company’s resources, supporting the Operations, and Programme and Resource Manager. This is a key role in the team delivering schemes associated with the additional funding received annually by Norfolk County Council (NCC).
You will liaise with Agents and Supervisors to identify and effectively manage allocation of operational resources to ensure safe and successful delivery of the schemes works program, routine works and bridges.
Reporting to the Programme and Resource Manager, and liaising closely with NCC personnel, the role supports in all aspects of scheme identification, development and planning to ensure the budget is effectively delivered.
Other responsibilities for this role of Engineering Resource Coordinator will include (not exhaustive):

Assist in the management of all Norfolk programmes and resources with supporting liaisons to Norfolk NCC for all areas, whilst working collaboratively with all contract partners to support project delivery

Ensure compliance with Tarmac Safety, Health and Environmental requirements and company procedures

Ensure Quality and Performance Standards for all involved are kept to the highest standards

Effectively manage the allocation of resources, including internal, supply chain and agency personnel to ensure successful delivery of programme

Development of Scheme documentation along with Traffic management proposals

Effective planning and programming of the works

Assisting Contracts Managers in the delivery of workstreams

Support the management of the programmes and contractors resource plan which is agreed, maintained and communicated contract wide

Work within all agency and sub-contract requirements in line with Contractor’s Resource Plan and to optimise profitability

Ensure programme delivery through efficient allocation of agency staff and sub-contract suppliers

Monitor resource allocation through liaison with operational teams, with weekly reviews of resource allocation and link to commercials team
It is preferred that the successful candidate for the role of Engineering Resource Coordinator will have the following:

Good organisational and people management skills

Experience in a people scheduling or resource planning environment would prove highly beneficial

Commercial and Contractual awareness would prove advantageous along with persuasiveness and negotiating skills

Good interpersonal relationship skills with confident, resilient approach

Confident when dealing with challenging and sometimes difficult individuals and advising Team members on all aspects of people management and development

Excellent communication skills – both written and oral at all levels

IT Literate Word Excel, Project, and PowerPoint

Operational technical Knowledge (e.g., material types, plant, etc) – not essential

Ability to be proactive and to use initiative
