We thrive on innovation and the ability to adapt, and we are looking for a Technical Delivery Manager who has experience in successfully delivering change initiatives of varying complexities using agile and hybrid methodologies.
As an experienced Project Manager, you will work with cross‑functional squads, engineering teams, product owners, and client stakeholders to deliver high‑quality solutions that meet customer outcomes. Your focus will be on enabling iterative, value‑driven delivery, ensuring that our solutions are scalable, technically robust, and aligned to Target's architecture and operational standards. The majority of this role will be working from home, however, there will be an expectation to attend the Cardiff office as and when required (usually a minimum of once a month).
More Specifically, your day‑to‑day responsibilities will include:
- Lead cross‑functional Agile teams, promoting a collaborative delivery culture and high levels of ownership, motivation, and transparency.
- Facilitate Agile ceremonies (stand‑ups, sprint reviews, retrospectives, planning sessions) and ensure they add value.
- Build strong relationships with client stakeholders, engineering leads, and product owners to ensure shared understanding of outcomes.
- Demonstrate a clear understanding of client ecosystems, data flows, and operational impacts of change.
- Communicate effectively in both business and technical language, tailoring content appropriately for different audiences.
- Manage expectations transparently, ensuring client confidence throughout delivery cycles.
- Provide transparent reporting on progress, risks, issues to stakeholders and steering groups.
- Define measurable success criteria and ensure quality through rigorous acceptance processes, testing oversight, and demo‑based validation.
- Collaborate with internal teams to ensure solutions are technically feasible, correctly estimated, and aligned to requirements.
- Own project financials, ensuring delivery within agreed budgets, burn rates, and benefit profiles.
- Work with Finance Partners and PMO to ensure accurate reporting, financial tracking, and forecasting.
- Identify commercial opportunities, contribute to bids, and ensure accurate project scoping for new client work.
- Ensure projects adhere to Target's Delivery & Quality Frameworks while promoting iterative, lean, and automation‑first principles.
- Lead technical and operational readiness activities, including data migration planning, testing strategy development, and cutover coordination.
- Drive post‑implementation reviews, embedding lessons learned, improving delivery across the organisation.
- Champion continuous improvement and Agile maturity across teams.

What we are Looking For!
- Has demonstrable experience planning and managing Agile or hybrid projects involving technology, data, and operational change.
- Understands end‑to‑end delivery flows, including discovery, design, development, testing, migration, release, and stabilisation.
- Is able to create and manage product roadmaps, delivery backlogs, Kanban boards, and technical RAID logs.
- Tailors communication for engineers, business leaders, and client executives.
- Handles conflict constructively, enabling alignment and protecting client relationships.
- Confidently facilitates workshops, technical discussions, and Agile ceremonies with confidence.
- Uses modern planning tools effectively (MS Project, Jira, Kanban).
- Has experience managing system implementations, platform upgrades, SaaS/on‑prem migrations, or API/integration‑driven change.
- Understands software delivery lifecycles, testing approaches, and DevOps‑aligned practices.
- Ideally has knowledge of Financial Services, regulatory landscapes, and Target's core markets such as Lending, Mortgages, Public Sector, or Investments.
- Keeps up‑to‑date on trends in Agile, DevOps, digital transformation, programme delivery and regulatory change.
