Private Sector Housing Enforcement
& Tenancy Liaison Officer
£35,570 to £40,444 per annum
plus essential car user allowance

An exciting opportunity has arisen to join Tamworth Borough Council’s private sector housing team to play a key role in improving housing standards across the borough.
Reporting directly to the private sector housing team leader, you will deliver the Council's statutory private sector housing enforcement and tenancy regulation functions. You will investigate poor housing conditions, unlawful practices and tenancy‑related complaints within the private rented sector, taking proportionate and effective enforcement action to protect residents and improve housing standards.
The role will involve working closely with landlords, tenants, housing solutions colleagues, legal services and external partners to resolve complex housing issues, prevent homelessness and ensure compliance with housing legislation. To deliver the role you will need:
- Experience of working in private sector housing or a relevant regulatory, enforcement or housing environment.
- Experience of investigating and progressing enforcement cases.
- Experience of preparing cases for legal proceedings, tribunals or court action.
- Evidence of effective partnership working within a multi‑agency environment. Knowledge of housing legislation including the Housing Act 2004, Housing Act 1988, Landlord and Tenant Act 1985, Protection from Eviction Act 1977 and Renters' Rights Act 2025.
- Understanding of housing enforcement practice, investigation techniques and evidential standards.
- Excellent communication, negotiation and customer service skills.
- Strong organisational skills with the ability to manage a demanding and varied caseload. Ability to analyse information, make sound decisions and apply proportionate enforcement solutions.
- Ability to work independently and collaboratively within a multidisciplinary team.
- Educated to degree level or able to demonstrate equivalent relevant experience. Housing Health and Safety Rating System qualification.
- Ability to use a wide range of ICT applications and case management systems
The role will include:
- Investigating complaints relating to disrepair, poor housing conditions and breaches of housing legislation.
- Conducting inspections using the Housing Health and Safety Rating System (HHSRS).
- Preparing schedules of work and serving statutory notices.
- Monitoring compliance and undertaking enforcement action where necessary.
- Investigating unlawful eviction, harassment, discrimination, retaliatory eviction and unlawful rent increases.
- Providing specialist advice and guidance to landlords and tenants.
- Preparing evidence and case files for civil penalties, prosecutions, cautions and Rent Repayment Orders.
- Representing the Council at court and tribunal hearings where required.
- Working with housing solutions colleagues to prevent homelessness arising from private rented sector issues.
- Supporting landlord engagement initiatives, forums and awareness campaigns.
- Assisting with HMO licensing and other private sector housing regulatory functions.
- Supporting the development of housing strategy, enforcement policy and private sector housing initiatives.
This is a hybrid working contract with a requirement to undertake site inspections, property visits and meetings across the borough. The post holder will be designated as an essential car user.
