We’re looking for a Strategic Infrastructure Lead to play an important role in ensuring growth across the borough is well planned, coordinated and supported by appropriate infrastructure. This is an opportunity to help shape how development is aligned with infrastructure delivery supporting transport, education, green space and wider place‑making to benefit communities over the long term.
The Role
- Lead the Infrastructure Delivery Plan (IDP), ensuring infrastructure keeps pace with growth
- Oversee the Infrastructure Funding Statement (IFS) and developer contributions
- Manage and improve governance of Section 106 (S106) agreements
- Coordinate infrastructure planning across services and partners
- Build strong relationships with organisations such as utilities, health bodies, TfGM and GMCA
- Champion “good growth”, ensuring development delivers tangible community benefits
- Communicate and promote the positive outcomes of infrastructure investment
This role is central to ensuring development is sustainable, well-supported and aligned with long‑term strategic priorities.
About You
We’re looking for a strategic, collaborative and forward‑thinking professional who can turn complex challenges into deliverable outcomes.
Essential Experience and Knowledge
- Degree (or equivalent experience) in a relevant field
- Experience in planning, infrastructure delivery, regeneration or a related strategic role
- Strong understanding of infrastructure planning and funding, including IDPs, IFS and S106
- Experience managing complex, cross‑service programmes and funding streams
- Excellent stakeholder management skills across multiple organisations
Key Skills and Attributes
- Strategic thinker with strong problem‑solving ability
- Confident communicator who can translate complex issues clearly
- Highly organised, with strong governance and reporting capability
- Collaborative and influential, able to deliver through partnerships
Desirable
- Postgraduate qualification in planning, transport, regeneration or similar
- Experience working with combined authorities or major infrastructure providers
- Knowledge of wider funding mechanisms and development viability
- Experience negotiating S106 agreements or improving funding systems
