About The Opportunity
TES 2000 is seeking a highly skilled and motivated Head of Safety, Health, Environment and Quality (SHEQ) to join our senior leadership team. This pivotal role is key to ensuring compliance, driving innovation, and embedding a culture of safety and excellence across our operations.
As Head of SHEQ, you will be responsible for leading the development, implementation, and monitoring of all SHEQ systems across TES, ensuring compliance with Network Rail standards, TES policies, and all relevant legislation; whilst leading a small SHEQ team of 3, supporting our workforce of over 500 that are spread across England.
Reporting directly to the Managing Director, you will play a vital role in shaping our SHEQ strategy, supporting operational teams, and providing assurance to both clients and the Board.
Your responsibilities will include:
- Leading the implementation of ISO9001, ISO14001, ISO45001, RISQS, and Principal Contractor Licence requirements
- Driving compliance with the Health & Safety at Work Act and associated legislation
- Leading the preparation for and delivery of a successful Principal Contractor Licence Audit
- Overseeing the creation and approval of Construction Phase Plans, Work Package Plans, Task Briefing Sheets and Risk Assessments
- Managing accident and incident investigations and ensuring corrective actions are implemented
- Conducting and overseeing regular site safety inspections and audits
- Maintaining supplier approval and assurance processes
- Producing management reports and delivering SHEQ updates to the Board
- Leading, coaching, and developing the SHEQ team to ensure competence and succession planning
- Contributing to the wider company strategy as a key member of the senior management team
About You
We’re looking for a confident leader with a strong track record in SHEQ management within a rail, civil engineering, utilities, or similar regulatory-driven environment. You’ll be an influencer who can engage stakeholders at all levels — from frontline teams to the Boardroom.
Essential skills and experience
- NEBOSH/NCRQ Diploma or NVQ Level 5 (or equivalent)
- Chartered Member of IOSH (CMIOSH)
- ISEP Member (Practitioner or Full/Chartered)
- Proven experience implementing ISO management systems (9001, 14001, 45001)
- Strong knowledge of Network Rail legislation and compliance requirements
- Demonstrable experience leading accident investigations and CDM compliance
- Excellent leadership, communication, and stakeholder engagement skills
- Ability to manage budgets, analyse risk, and deliver accurate management information
Desirable
- Lead Auditor qualification
- COSS and/or PTS certification
