We are hiring a Talent acquisition lead for a Global IT service provider based out of Reading-UK. Experience: 10-15 years from IT industry. Telecom domain recruitment experience is desirable but not mandatory. Candidates with prior experience hiring for telecommunications, network infrastructure, OSS/BSS, wireless, or related technology roles will be preferred.

Role Overview: We are seeking an experienced Recruitment Lead to manage and optimize agency hiring and contingent workforce operations. The ideal candidate will have extensive experience in recruitment, staffing, vendor management, and contractor hiring, with a strong understanding of UK recruitment practices and workforce regulations.

This role will be responsible for leading recruitment delivery through staffing agencies, ensuring quality hiring, managing supplier relationships, and driving recruitment efficiency across multiple business functions.

Key Responsibilities:

  • Lead end-to-end recruitment through external staffing agencies for permanent and contingent workforce requirements.
  • Develop and manage relationships with recruitment agencies, staffing partners, and preferred suppliers.
  • Monitor agency performance against agreed KPIs, SLAs, quality of hire, time-to-fill, and cost metrics.
  • Coordinate recruitment activities for permanent, contract, temporary, and project-based hiring.
  • Drive workforce planning in collaboration with business leaders and hiring managers.
  • Ensure compliance with UK employment legislation, IR35, Right to Work requirements, GDPR, and agency worker regulations.
  • Review and negotiate agency terms, commercial agreements, and recruitment processes.
  • Manage recruitment budgets, agency spend, and vendor performance.
  • Partner with HR, Procurement, Legal, and Finance teams to ensure smooth onboarding and engagement of contingent workers.
  • Implement best practices and continuous improvements in recruitment operations and supplier management.
  • Produce recruitment dashboards and provide regular reports on hiring performance and market trends.

Required Skills & Experience:

  • 10–15 years of experience in Talent Acquisition, Recruitment Operations, or Staffing.
  • Proven experience managing multiple recruitment agencies and staffing vendors.
  • Strong knowledge of permanent recruitment, contract staffing, and contingent workforce management.
  • Experience working with UK recruitment agencies and employment regulations.
  • Good understanding of IR35, Agency Worker Regulations (AWR), Right to Work checks, and contractor engagement models.
  • Experience with Vendor Management Programmes (VMS), Managed Service Providers (MSP), and recruitment technologies.
  • Strong stakeholder management, negotiation, and vendor relationship skills.
  • Excellent communication, leadership, analytical, and problem-solving abilities.

Preferred Qualification:

  • Bachelor's degree in Human Resources, Business Administration, or a related discipline.
  • Experience within technology, engineering, professional services, or global staffing environments is preferred.
