Sweet Project Holdings Limited is looking for an experienced Senior MEP Quantity Surveyor to join the Commercial team under the newly appointed Commercial Director. This role will generally be multi-site based, across our patch of the M4 corridor, offering support and advice to the wider team, as well as helping to commercially manage our live projects.

Purpose

The primary responsibility of the Senior Quantity Surveyor (MEP) is the commercial management and administration of assigned works or tasks. The role focuses on:

  • Optimising profitability by managing allocated projects or packages, ensuring the efficient implementation and commercial oversight of tasks and contracts.
  • The provision of accurate and timely commercial reports and advice to the management team whilst ensuring the contract achieves the appropriate commercial targets.

Key responsibilities include overseeing commercial reporting in line with the company’s requirements and standards, including cost planning & management, commercial reporting, cash forecasts, and End of Life results. The role also covers all pre-contract works, including formulating and delivering strategies aimed at achieving high-quality margin work. The role ensures projects are sufficiently resourced, adhering to quantity surveying best practices, and maintaining compliance with the company’s authorization levels, quality standards, and health, safety, and environmental procedures.

The Senior Quantity Surveyor (MEP) will be responsible for:

  • Supporting Pre and Post Contract commercial and contractual management of Mechanical, Electrical and Public Health (MEP) packages within the Data Centre and Defence sectors, ensuring the projects are set-up and delivered to ensure profitability, compliancy, in line with SPHL business and procedural objectives.
  • Working closely with SPHL Technical Department to ensure MEP discipline compliancy and commercial support with contract formation, commercial management, change management and specialist MEP commercial advice and strategies.
  • Influencing and assisting negotiations with clients, direct and third-party specialist MEP sub-contractors and MEP consultants.

Key Responsibilities

  • Take ownership and delivery of commercial and contractual administration best practice on all projects under their responsibility.
  • Full commercial management of MEP packages from procurement to final account.
  • Represent and serve the best interests of the business to meet the client expectations and encourage repeat business.
  • Working with project leadership and site management to ensure all projects meet and exceed objectives set for turnover, cash and profitability, both on an interim and final basis.
  • Maintaining robust commercial management, reporting and forecasting.
  • Working with project leadership and site management in the recovery of full financial entitlements on projects including the measurement of change and resolution of issues with an effect on profitability.
  • Implementing project procurement strategy and requirements and ensuring the correct procurement, administration, payment processes and management of subcontracts on all projects under their responsibility.
  • Actively seek to improve department processes and procedures.
  • Attend all pre-contract meetings with the supply chain as necessary to ensure full compliance with the subcontractor/ consultant/ supplier and scope is clarified prior to entering into contract agreement.
  • Identifying project risks and implementing effective management strategies.
  • Working with and under the leadership of the Commercial Manager and interfacing with the Technical Managers to protect the company or divisions commercial and contractual interests on all projects under their responsibility.
  • Working with project leadership and site management in the management of project design to maximise return, quality, timing and safety.
  • Promotion of effective attitudes and behaviours consistent with the Companies Core Values.
  • Ensure that all reporting is accurate and completed to agreed timescales.
  • Ensure the project and programme contract, cost, quality and time targets are met.
  • Ensure prompt and regular submission of main contract payment applications and ensure that subcontractor payments are dealt with fairly and in accordance with subcontract terms.
  • Ensure all commercial documents are correctly managed and filed, in accordance with company data storage platform, to meet all contractual and legal requirements.
  • Supervise, mentor and encourage all subordinate staff in their personal professional development including PDP, welfare, safety competency and disciplinary matters.
  • Review weekly productivity of the team under their management.
  • Build a close relationship with delivery manager to ensure the goals for the distribution area are fully met, assisting the operations team with their customer relationship.
  • Maintain and coordinate all commercial reports required for the successful commercial management of the contract.
  • Ensure compliance with the business and contract process maps.
  • Preparation of the forecasting and reporting of costs against value to ensure that it is in line with the contract profitability forecast.
  • Ensure all subcontract issues are resolved, deferring to the commercial manager where appropriate.
  • Coordination of track sheet accuracy and inputting through to invoicing. Ensure payment is made within both WIP and cash targets.
  • Ensure the accuracy of the commercial data generated within the project management software.
  • Ensures compliance with all contractual requirements, provide support and training on both the contract and the schedule of rates to maximise value recovery.
  • Management of subcontract accounts including interrogation, procurement, payments, variations and final accounts.
  • Preparation of all subcontracts to meet the company standards.
  • Ensures all subcontractor commercial issues are resolved and payments are timely and correct.
  • Identifying, raising and pricing of variation in line with the change control process including identification, measurement claims and rogue rates.
  • Obtain maximum recovery through accurate measurement of the works completed.
  • Monitor and scrutinise weekly costs and productivities and report to project team any anomalies.
  • Provide key information across the contract team.
  • Liaise with the office manager to ensure accuracy of costs, and best practise in material buying.
  • Liaise and assist with the performance analyst in the preparation of run rate data, including the preparation of weekly gang profit / loss, plant spend, KPI and outstanding delivery requirements.
  • As part of the overall management team take responsibility regarding health, safety and the environment providing commercial support.

The duties listed are not exhaustive and may be varied from time to time as dictated by the changing needs of the Company. The post holder will be expected to undertake other duties as appropriate and as requested by his/her manager. The post holder may be required to work at any of the locations at which the business of SPHL is conducted.

Qualifications

  • HNC / HND / Degree in Quantity Surveying is desirable.
  • Membership with professional organisations such as MCIOB and/or MRICS (or equivalent experience) preferred, with significant MEP exposure.

Experience required

  • Experience working for an MEP specialist contractor or MEP cost consultant (essential).
  • Experience of working on Data Centre construction (desirable).
  • Experience of working within the Defence Sector (desirable).
  • Must have a good working knowledge of the principal forms of construction contracts, (NEC 3 & 4 Option A, JCT DB and related Sub-Contract Forms), current construction legal principals and dispute resolution processes (essential).
  • Commercially oriented, qualified individual, with experience of taking commercial responsibility on a variety of projects with a variety of alternative forms of procurement and project values (essential).
  • Experience successfully delivering commercial strategies and processes on a variety of projects, including a range of project values and comfortable articulating the outcomes (essential).
  • Strong understanding of procurement practices and subcontract forms (essential).
  • Proficient in cost/value process and reporting (essential).
  • Practical experience in effective planning and organisation, resource management, and commercial management.
