Overview

£32,061 – £35,412 pro rata per year. Part time (22.2 hours per week). We are seeking to recruit a Trainee Environmental Health Officer to work within the Private Sector Housing Team in Swansea Council. As an Environmental Health student or graduate, you will participate in the full range of duties covered by private sector housing whilst progressing to become qualified.

Responsibilities

  • To work as a Trainee Environmental Health Practitioner with a view to progressing to become a qualified and CIEH registered Environmental Health Practitioner. Working under the supervision of qualified environmental health professionals you will develop the necessary skills and competencies to enable progression towards managing your own caseload, while pursuing further professional training and development, to achieve full professional qualification and status.
  • To participate in the Private Sector Housing Team\’s role in protecting and improving our community\’s health and environment with particular emphasis on private sector housing.
  • To assist you in gaining the full breadth of experience necessary to complete the CIEH EHP Portfolio and Professional Discussion, the department will allow specified time to shadow across other Environmental Health departments, this must be agreed with management in advance.
  • As an Environmental Health student or graduate, you will work within the Private Sector Housing Team to support the delivery of the Council\’s Private sector housing work. This work will include:
  • Assisting with carrying out investigations into defective living conditions and public health nuisances, producing reports of conditions found and initiating legal action as appropriate.
  • Assisting in the application and enforcement of the HMO Licensing Policy to include advice, inspections, assessment and preparation of HMO licences and enforcement of conditions.
  • Assisting with carrying out housing surveys using the housing health and safety rating system and HMO Management Regulations. Preparing reports of conditions, schedules of work and initiating legal action as appropriate.
  • Responding to a variety of service requests and demands within target.
  • Carrying out follow-up and monitoring visits and inspections to ensure compliance with statutory requirements.
  • Liaising with landlords, owners, agents and tenants and advising on the appropriate requirements of housing and public health legislation.
  • Providing written, electronic and verbal reports on work undertaken and producing appropriate correspondence.
  • Keeping accurate and timely written and electronic records of inspections and action taken, fully utilising the department\’s IT database.
  • Working under some supervision, prioritising relevant cases in accordance with the team and individual targets and PIs as agreed with the Team Leader.
  • Contributing to the team\’s work plan.
  • Assisting on the implementation of new legislation, regulatory regimes and initiatives as required.
  • The role will be working in line with our Agile working policy with both office and home working but will also be required to travel to other locations both within and outside the boundary of the City & County of Swansea. There will be visits to external locations and premises to attend meetings / carry out visits and inspections. Work on site will often be lone working and may be subject to inclement weather conditions.

Requirements / Qualifications

  • Organised and motivated person to join a busy team which carries out the full range of private sector housing work. This role is suitable for an Environmental Health student or graduate aiming to progress to a qualified and CIEH registered Environmental Health Practitioner.
  • Willingness to shadow across other Environmental Health departments as agreed with management in advance.
  • Ability to work under some supervision, prioritise cases, and work to team targets and performance indicators as agreed with the Team Leader.
