We are seeking applications from high calibre senior leaders to join the Capital Planning and Estates team to lead in the delivery of services and performance management within the Health Board.
Main duties of the job:
- Based at the Health Board Headquarters at Baglan, the post holder will report directly to the Director of Finance.
- As the senior member of the Capital Planning and Estates team, this post operates at a strategic level, with limited guidance and will be required to deputise for the Director of Finance in their absence, within their portfolio of responsibilities.
- The postholder will also ensure that the operational provision of services is sustainable, of high quality, is responsive and meets the needs of the Delivery Units as required.
- The role will require the financial management of significant budgets and corporate responsibility for the development and implementation of policies and strategy as the senior leader for the provision of services, Capital Planning & Estates management for the Health Board.

Person Specification:
- Qualifications & Knowledge: Master's qualification and current professional registration e.g. CIOB, MRICS, or Chartered Engineer relevant for this post plus professional knowledge, specialist courses over a range of disciplines e.g. Performance Management, Planning, Research, Workforce, Finance, Capital Planning and Delivery and Governance.
- Substantial track record of delivering complex change in a senior leadership role.
- In depth professional knowledge and application of key Welsh Government strategies, policies, and targets.
- Demonstrates evidence of innovation and improvement in implementing solutions.
- Possess in depth professional knowledge acquired in an NHS environment/public and or private sector organisation.
- Coaching Qualification.
- Experience: Experience of working at Board Level in a public Sector environment and or NHS. Extensive experience of working and communicating at a strategic senior level within the NHS/public sector organisation. Significant experience in financial management, budget setting, monitoring, and determining corrective action. Significant experience of working with Board Members and Senior Executives and Senior Clinical Leads and developing business cases and managing and delivering complex major capital projects. Extensive experience of successfully managing large and complex revenue budgets and resources through a variety of in house and external service providers. Advanced project management skills/experience with a history of delivering agreed projects to time, cost and quality. Extensive professional experience of developing organisational policy and operational plans and proposals at corporate level in direct support of the Health Board. Experience of a senior management position held within an NHS organisation.
- Aptitude and abilities: Adhere to and can demonstrate SBU Values & Behaviours. Ability to interpret complex legislation and technical specifications and translate as policy and/or service development. Effectively managing and organising a wide range of complex services throughout the delivery unit ensuring clear and unequivocal focus on quality and safety. Plan strategically to improve services. Demonstrate tact and diplomacy when providing formal presentations to stakeholders providing information in a variety of formats using digital information and experience to ensure audiences understand the message. Welsh Speaker (Level 1).
Ability to work flexibly and travel within and outside geographical area to meet the business need. Effectively manage and organise a wide range of highly complex services throughout the SBUHB ensuring a focus on quality and safety and effective cost efficiencies. Ability to use various systems e.g. Microsoft Office and virtual platforms.
