• Job summary
• Allow GPs to spend more time on tasks only they can do – specific patients, clinical and non‑clinical administration, leadership functions, and clinical supervision of ACP Clinical Leads and medics/pharmacists.
• Improve our ability to segment patient care in a more standardised way and identify how best to utilise our workforce in individual surgeries and across SPC surgeries.
• Improve our ability to recruit and retain salaried GPs in‑practice and reduce the use of locum GPs.
• Improve our ability to recruit and retain experienced ACP Clinical Leads to support and develop the ACP Clinical Leadership model, and to clinically supervise and develop ACP and non‑medical prescriber staff.
• Improve our ability to recruit and retain ACPs and ANPs to sit under the ACP Clinical Leadership model, and be more supported to develop in their roles and scope of competencies.
• Future‑prove the SPC model standardisation of roles, processes and systems, centralising roles, creating a resilient workforce and improving stewardship of SPC finances.
• Ensure that the practice‑level leadership and/or management functions are covered by a clinician best placed to do so.

Main duties of the job

• Provide proactive and visible clinical leadership, supporting and guiding practice staff on quality and safety matters.
• Develop and embed robust clinical governance systems, ensuring active participation by all medical staff.
• Lead on clinical strategy, improvement planning and quality assurance across the practice.
• Collaborate with Practice Management, PCNs and SPC leads to drive service improvement and staff development.
• Oversee clinical quality and safety, ensuring best practice through NICE implementation, significant event reviews and CQC standards compliance.
• Act jointly as CQC Registered Manager and Caldicott Guardian for the practice.
• Coordinate practice education and supervision, ensuring clinical staff remain up to date with policy and guideline changes.
• Provide supervision for GPs and non‑medical prescribers in line with the SPC Clinical Leadership Model.

Systm One , offer 15‑minute appointments, and provide two protected GP Clinical Lead admin sessions per week to support leadership, quality improvement and mentoring (prorata).

The practice is currently undergoing a period of transition, with plans to implement total triage to improve patient access and streamline workflows.

• Clinical Leadership
• Provide visible clinical leadership.
• Be a point of contact for staff needing support and guidance on quality and safety concerns, including participation in appraisals where required.
• Develop clinical governance strategies, systems and processes and ensure active participation by all medical staff.
• Collaborate with practice management to lead the wider team, attending regular practice meetings.
• Support career development of clinical staff.
• Build relationships with SPC Safeguarding Lead, SPC Education Lead, Senior GP Lead and ACP Clinical Leads from other SPC practices and share learning.
• Play a key role in service improvement planning, balancing quality and safety with organisational and financial concerns.
• Develop and maintain active working relationships with PCNs.
• Sign off additional policies/procedures as required.
• Lead on the clinical components of QOF, LCS and IIF.
• Attend quality assurance and education meetings with senior clinical leads and the Medical Director and agree to work in line with the SPC Clinical Governance structure.
• Collaborate with practice management, operational team and ACP Clinical Lead as part of the practice executive team.
• Clinical Quality/Safety
• Take overall responsibility for the clinical functions of the practice in terms of service quality and safety.
• Ensure systems exist to embed best clinical practice (e. g., NICE guidance implementation, record keeping).
• Lead review of significant event reviews and complaints, ensuring learning points are captured, documented and acted upon.
• Serve as joint CQC Registered Manager with the Practice Manager.
• Lead on the clinical components of CQC readiness.
• Embed patient safety systems across the service (e. g., record keeping and national/local safety alerts).
• Lead practice education meetings and ensure clinical staff are informed of guideline and policy changes.
• Act as Caldicott Guardian for the practice.
• Ensure all areas of clinical leadership are covered within the practice.
• Supervision
• Deliver peer‑based support across the practice team and arrange group supervision of practice‑based non‑medical prescribers alongside the ACP Clinical Lead.
• Provide supervision in line with the SPC Clinical Leadership model.

Person Specification

Qualifications

• Medical practitioner listed under article 10 of the General and Specialist Medical Practice Order 2003.
• Accredited as a member of the Royal College of General Practitioners (MRCGP) or have five years’ experience as a full‑time GP with a demonstrable commitment to quality practice.
• Currently on a performer’s list and not suspended from that list or the medical register.
• Enhanced Disclosure & Barring Service check.
• Evidence of continued professional development.
