This role is within a unit where Surrey Police and Sussex Police work in collaboration, whilst remaining two separate legal entities/employers with different terms and conditions. Both Surrey Police staff and Sussex Police staff are employed in this unit on their own force terms and conditions. Successful candidates may be appointed on the terms and conditions of employment of either Surrey Police or Sussex Police, depending on organisational requirements. A discussion will be held with the successful candidate to confirm the details of location, salary, allowances and hours.

The Role & Key Responsibilities:
- Fire Competent Person in accordance with The Regulatory Reform (Fire Safety) Order 2005.
- Principal professional lead for fire safety, assessing the impact of legislative change, regulatory updates and operational developments and ensuring that strategic fire risks are identified, evaluated, budgeted for and managed effectively across the Surrey and Sussex police estates.
- Responsible for the development, implementation and review of the joint Fire Safety Strategy, Policy, Fire Safety Management Plan and associated procedures across Surrey and Sussex Police, ensuring compliance with legislation, approved guidance and organisational requirements.
- Responsible for establishing and maintaining a consistent, force-wide approach to fire risk assessment, passive fire protection, evacuation, training, audit, inspection and remedial action management, providing clear governance, accountability and assurance.
- Responsible for providing strategic fire safety advice to the Police & Crime Commissioner, operational police leaders and project teams, ensuring that fire safety requirements are embedded within estate management, refurbishment, new works, workplace planning and operational decision-making.
- Responsible for liaising with partner organisations and other duty holders to ensure that fire safety responsibilities in shared, leased and co-located premises are clearly defined, co-ordinated and discharged.
- Responsible for ensuring that fire safety objectives are aligned with wider organisational priorities, supporting legal compliance, operational resilience, life safety and the effective management of estate-related risk across Surrey and Sussex Police.
- Responsible for providing professional leadership, direction and oversight to the Fire Compliance Assessor and others involved in fire safety activity, ensuring that work is planned, prioritised and delivered to the required standard across Surrey and Sussex Police.
- The Fire Safety Manager will also act as the Deputy for both water management (L8) and asbestos management and will support the L8 and asbestos responsible person in their duties and in their absence.
- The Fire Safety Manager may undertake other duties appropriate to the grade and character of work as may be reasonably required, including specific duties of a similar or lesser graded post.
Budgetary Accountabilities:
- To control and report expenditure on fire compliance related capital and revenue projects.
Skills & Experience:
- Fire Risk Assessor qualification FDIA or BRE Fire Door Inspection Certificate – or equivalent.
- NEBOSH General Certificate in Occupational Health and Safety.
- Water hygiene / Legionella management qualification or training, or equivalent recognised training relevant to the deputy role.
- Member of the Institute of Fire Safety Managers (MIFSM) or the Institution of Fire Engineers (MIFireE).
- Recent experience in managing complex fire arrangements on large, diverse, 24/7 estates.
- Ability to balance complex workstreams and make clear, time dependent decisions regarding fire compliance.
- Proven ability to communicate effectively, openly and professionally with senior leaders, negotiate effectively at all levels of the organisation and produce clear and concise reports.
- Skills and proven experience of negotiating and influencing senior leaders and stakeholders to deliver successful outcomes.
- Recent experience of managing external consultants, design teams and internal clients.
- Proven experience of project processes e.g. risk management, issues resolution and program planning.
- Fully IT literate, with a good level of competency in key MS tools.
- Ability to listen, support, mentor and manage staff in a fair, open and constructive manner.
