Overview

As Street Lighting Officer you will oversee the SCC street lighting contract and asset management, driving safety, reliability and value for residents. You’ll liaise with the contractor, assess performance data, and guide service improvements and project delivery. The role supports long-term asset planning and preparations for the 2027 unitary authorities, helping shape how street lighting is delivered in a high-profile public service setting. You will work with multiple stakeholders to maintain high standards and effective governance.

Responsibilities

  • Liaise with and oversee the contracted street lighting provider (M Group) to ensure contract performance and compliance
  • Manage issues related to street lighting and illuminated furniture; review asset inspections and maintenance regimes
  • Analyse performance data and identify service improvements; provide technical advice to colleagues and stakeholders
  • Prepare reports, recommendations, and contribute to service planning and project delivery
  • Support delivery of projects to enhance safety, reliability, and efficiency of lighting assets
  • Support the transition planning for Local Government Reorganisation and future operating models
  • Monitor long-term asset management and prioritise investment to maximise value for residents
  • Contribute to governance and documentation to ensure smooth transition and service continuity

Key requirements

  • Significant experience in street lighting, highway engineering, asset management, or related discipline
  • Relevant qualification (Degree, HNC or equivalent) or substantial relevant experience
  • Strong understanding of street lighting operations, asset management principles, and applicable standards
  • Experience of contract management, performance monitoring and working with contractors and stakeholders
  • Ability to analyse technical information and performance data and propose cost-effective solutions
  • Excellent communication and stakeholder management skills with experience presenting to diverse audiences
  • Experience managing projects, delivering service improvements within timescales and budgets
  • Full UK driving licence and access to vehicle for site visits; readiness for travel across Surrey
