Overview
In this role you will lead Surrey’s highway maintenance and street lighting operations, coordinating teams, contracts and the long-term Street Lighting PFI to maintain a safe, resilient network. You’ll shape maintenance programmes, manage budgets and performance, and drive service improvements across drainage, markings, signs, street furniture and illuminated assets. You’ll work with colleagues and partners to ensure value for money and high resident satisfaction, with a clear focus on preparation for Local Government Reorganisation.

Responsibilities
- Lead delivery of highway maintenance services across Surrey’s network
- Oversee maintenance contracts and act as senior manager for the long-term Street Lighting PFI
- Provide strategic planning, contract management, and budget oversight
- Analyse performance, manage risks, and develop maintenance programmes
- Lead a team of around 10 staff and drive contractor performance
- Strengthen asset management, ensure value for money, and maintain safety and customer satisfaction
- Support preparations for Local Government Reorganisation and transition to new unitary authorities
- Engage with stakeholders including Councillors, contractors and residents
Key requirements
- Degree‑level qualification (or equivalent experience)
- Proven leadership of teams and large‑scale contracts
- Strong operational understanding of highway maintenance and asset management
- Experience managing significant budgets and presenting technical information
- Excellent stakeholder and communication skills
- Full UK driving licence and ability to travel across Surrey
