Vacancy information is provided for the North Surrey Division. The post is full time and permanent with a salary range of £28,372 – £32,224, working 36.0 hours per week, located in Staines. The starting salary is usually at the bottom of the salary range and pro-rated for part-time hours.
The Role & Key Responsibilities
To facilitate the prevention and reduction of crime, disorder and the fear of crime; and to increase public confidence and reassurance, working with investigative teams to bring offenders to justice and maintain readiness to handle major crimes and emergencies. Improve investigative standards related to CCTV strategy and retrieval, and ensure key lines of enquiry relating to CCTV evidence are fully explored.
Assist and support PIP2 serious and complex investigations across all three divisions and provide support to the Major Crime Team, Sexual Offence Investigation Unit, Serious and Organised Crime Unit, Serious Collision Investigation Unit, and requests from other Forces and Law Enforcement Agencies; assist with relevant PIP1 investigations; and assist with relevant enquiries from other forces.
Achieve this through tasking and prioritisation by the reactive CID Detective Inspector and Detective Sergeants to develop investigative lines of enquiry through the recovery, acquisition, viewing and processing of CCTV from digital recording equipment and systems, operated by local authorities and private companies or individuals. Prepare evidence to be presented at court and attend court if required for continuity and/or to present evidence. Ensure that evidence is secured and preserved in a timely manner to facilitate the investigative process and assist in bringing offenders to justice. Assist the Case Officer with court presentation in relation to CCTV, such as producing storyboards. Ensure that all activities relating to the recovery, acquisition, viewing and processing of CCTV are conducted in accordance with the NPCC Framework for Video Based Evidence.
Skills & Experience
GCSE Grade C or higher in Maths and English or functional equivalent. Level Two Technical Training in accordance with the NPCC Framework for Video Based Evidence. CCTV Investigator training and CPD overseen and managed under the force Digital Forensics Portfolio.
Designated Powers covering sections 19, 20, 21 & 22 PACE:
- s19 General power of seizure
- s20 Extension of powers of seizure to computerised information
- s21 Access and copying
- s22 Retention
Police Staff Investigator Status to permit the use of Designated Powers across England and Wales as per the NPCC agreement. A working knowledge of criminal law and procedure, including the Human Rights Act, PACE, CPIA and RIPA, and the procedures and practices prescribed therein. The ability to keep up to date with changes in legislation and national and force standards, guidance, policies and procedures.
Good IT skills (preferably Microsoft environment) and ability to operate force computer systems such as Storm DC, NICHE and NICE Investigates. Willingness to undertake training to learn to use existing or new computer systems as part of CPD. Well-developed organisational and time management skills with the ability to use own initiative and work with minimal supervision. Strong interpersonal, verbal and written communication skills for effective collaboration with officers, staff, partners and the public, and for presenting evidence at court. Ability to work calmly and accurately under pressure, willingness to undertake a range of proactive, reactive and administrative duties as required.
Ability to work in operational settings with potentially distressing material involving vulnerable victims, remaining sensitive, compassionate and resilient. Maintain awareness of health and wellbeing and raise concerns with supervisors early. Familiarity with the force structure, policies, procedures and systems. Full driving licence and authorization to drive police vehicles. Use of private vehicle for work is reimbursed per force policy. Willingness to work some unsocial hours and attend external locations within Surrey or out of Force areas, with risk assessment carried out beforehand. Must pass Management Vetting.
