The Role

As a Bid Writer, you will play a pivotal role in securing new business opportunities across the social housing and public sector markets.

Working collaboratively with operational teams, subject matter experts, and senior stakeholders, you will create compelling, high-quality submissions that clearly articulate our value proposition, demonstrate our expertise, and maximise our chances of success.

Key Responsibilities

  • Bid Management & Tender Delivery
  • Manage the end-to-end bid process, ensuring all submissions are fully compliant, compelling, and submitted ahead of deadline.
  • Review tender documentation and evaluation criteria to identify key requirements, risks, opportunities, and scoring priorities.
  • Develop bid plans, timelines, and submission strategies to ensure all stakeholders contribute effectively throughout the process.
  • Coordinate internal resources and subject matter experts to gather supporting information and evidence.
  • Content Development
  • Write, edit, and improve high-quality responses for PQQs, SQs, ITTs, and framework submissions.
  • Transform technical and operational information into engaging, client-focused content that aligns with tender requirements.
  • Develop bespoke, business-winning responses that clearly demonstrate Sureserve's strengths, experience, innovation, and social value offer.
  • Ensure all submissions are professionally presented, consistent in style, and compliant with company branding guidelines.
  • Stakeholder Engagement
  • Build strong working relationships with colleagues across Operations, Health & Safety, Finance, IT, Commercial, and Senior Leadership teams.
  • Gather and analyse market intelligence to strengthen bidding strategies and identify opportunities for differentiation.
  • Engage with clients and procurement teams where appropriate to clarify requirements and strengthen bid quality.
  • Support presentation preparation, tender interviews, and client site visits as required.
  • Continuous Improvement
  • Maintain and develop the Bid Team's CRM system, content library, and knowledge management resources.
  • Gather and analyse feedback from completed submissions to identify lessons learned and drive continuous improvement.
  • Contribute to bid strategy development, best practice initiatives, and wider business development activities.
  • Monitor market trends, procurement developments, and competitor activity to help inform future submissions.

What We're Looking For

Essential

  • Proven experience in a Bid Writer, Bid Coordinator, or Bid Manager role.
  • Experience producing successful tender submissions within construction, compliance, engineering, facilities management, social housing, or related sectors.
  • Strong understanding of UK public sector procurement processes and frameworks.
  • Excellent written communication skills with exceptional attention to detail.
  • Ability to manage multiple bids simultaneously and deliver high-quality work under pressure.
  • Strong stakeholder management and relationship-building skills.
  • Highly organised with excellent planning and project management abilities.
  • Proficient in Microsoft Office; particularly Word, Excel, and Power Point.

Desirable

  • Experience within social housing, heating, compliance, or property maintenance services.
  • Knowledge of public sector procurement frameworks such as NHF, Fusion21, CCS, Procure Plus, or LHC.
  • Understanding of NEC and JCT contract environments.
  • Experience working with Tier 1 or Tier 2 contractors.
  • APMP qualification or willingness to work towards one.
  • Knowledge of CRM systems and bid management software.
