Summer-Browning Associates is currently supporting a client within Central Government who is seeking a Commercial Manager (Grants) for an initial 6‑month assignment, with the possibility of extension.
Location: London | Hybrid Working
The ideal candidate will have active SC clearance and a strong background in Commercial Management, along with the following skills and experience:
- Proven experience delivering end‑to‑end public sector procurements and grant competitions, ensuring fair, transparent, and compliant processes
- Strong understanding of the Procurement Act 2023 and Public Contracts Regulations 2015
- Experience in maintaining governance, assurance, and policy standards across grant programmes, ensuring value for money and effective risk management
- Ability to develop and review business cases in line with HMT Green Book or central government business case guidance, supporting funding decisions and programme outcomes
- Excellent stakeholder engagement skills, working collaboratively with policy, finance, and delivery teams to manage grant lifecycles and resolve issues
- Commercial acumen to negotiate, manage budgets, and monitor performance, ensuring grants deliver intended public value
- Knowledge of government commercial playbooks, sourcing strategies, and CCS frameworks, including call‑offs, mini‑competitions, and direct awards
