We are seeking a number of experienced Subject Matter Experts (SMEs) to support high-profile environmental and circular economy programmes across waste, recycling, packaging, compliance and resource recovery policy delivery. These are specialist advisory roles where successful candidates will bring deep operational or technical expertise from industry. In-house policy expertise will be provided, so candidates do not need to be career policy professionals - however, they must be recognised experts within their field.

Location: Predominantly remote - Ad hoc visits to London, York, Bristol or Newcastle.

Areas of Expertise Required:

  • Packaging Recovery Notes (PRN/PERN)
  • Plastics reduction and packaging regulation
  • Waste crime enforcement and compliance
  • Landfill operations, closure and methane capture
  • Tyre recycling and circularity
  • Vehicle recycling/End of Life Vehicles (ELV)
  • Batteries regulation, reuse and recycling
  • Residual waste infrastructure and resource recovery

What You'll Bring:

  • Strong technical, operational or commercial expertise in your specialist area
  • Experience working with regulators, local authorities, producers, recyclers or compliance schemes
  • Ability to engage credibly with stakeholders across industry and government
  • Strategic thinking and evidence-based problem solving
  • Experience contributing to policy implementation, operational delivery, compliance or regulatory reform

Potential Skillset Crossover:

We welcome candidates whose experience spans multiple sectors. Strong crossover exists between:

  • Batteries, ELV and tyres through producer responsibility, recycling systems and resource recovery
  • PRN/PERN, plastics and packaging regulation through compliance frameworks and circular economy policy
  • Waste crime, landfill and residual waste infrastructure through enforcement, permitting and operational compliance
  • Recycling operations and environmental compliance across all sectors

Candidates with broader circular economy, waste management, producer responsibility or environmental compliance experience are encouraged to apply where they can demonstrate transferable expertise. These opportunities support nationally significant programmes focused on sustainability, circular economy growth and environmental protection.
