Your role and responsibilities
Reporting directly to the Network Compliance Manager, you will play a key role in monitoring and improving compliance across activities taking place on Suffolk's highway network. The role is responsible for reviewing performance, identifying non-compliance, investigating issues and working collaboratively with utility companies, contractors and internal teams to improve standards and outcomes. You will help ensure that activities on the highway network are undertaken in accordance with legislative requirements, permit conditions and local processes, supporting the Council in fulfilling its statutory Network Management Duty.
The successful applicant will be responsible for analysing compliance data, reviewing inspection findings, identifying trends and supporting compliance interventions where appropriate. The role also involves responding to enquiries, preparing reports and working closely with stakeholders to deliver continuous improvements in network management performance across Suffolk. This is an opportunity to contribute directly to reducing disruption on Suffolk's roads, improving the customer experience and helping to ensure the safe and efficient operation of the county's highway network.
You will need to be an organised and motivated individual with strong analytical and communication skills to be comfortable working with a range of stakeholders and able to investigate issues, interpret information and identify practical solutions. Experience of compliance monitoring, performance management, highways, utility works, street works or regulatory environments would be beneficial. Knowledge of the New Roads and Street Works Act 1991, Traffic Management Act 2004 and permit schemes would be advantageous but is not essential.

The team
Network Assurance is responsible for managing the occupation of Suffolk's road network and delivering Suffolk County Council's Network Management Duty in line with the Traffic Management Act 2004 and the New Roads and Street Works Act 1991. The authority successfully introduced a Permit Scheme on 1 April 2020 and works closely with utility companies, contractors and highway teams to minimise disruption and ensure works are carried out safely and efficiently.
