The Vice President, Pre-Construction (Global) will lead and scale Submer’s Design & Build’s end-to-end pre-construction capabilities across multiple regions. This executive will be responsible for overseeing site selection and acquisition, due diligence, permitting, power strategy, scheduling, cost management (QS/capex), and early-stage project execution. This role requires a strong blend of strategic leadership, technical expertise, and operational rigor to ensure projects are de-risked, cost-effective, and positioned for successful delivery.

Responsibilities

  • Leadership & Strategy
    • Define and execute Submer’s global pre‑construction strategy aligned with business growth objectives
    • Build, mentor, and lead a high‑performing, geographically distributed team
    • Establish standardized processes, tools, and governance frameworks across regions
    • Partner cross‑functionally with other functions across the business
  • Site Selection & Acquisition
    • Lead global site identification and acquisition strategy
    • Evaluate potential sites based on commercial, technical, regulatory, and infrastructure criteria
    • Manage negotiations and support land acquisition transactions
  • Due Diligence & Permitting
    • Oversee comprehensive technical, environmental, and legal due diligence
    • Ensure timely permitting and approvals across diverse jurisdictions
    • Mitigate risks and ensure compliance with local regulations and requirements
  • Power & Infrastructure Strategy
    • Lead power sourcing strategy including utility engagement, capacity planning, and redundancy
    • Evaluate energy cost, availability, and sustainability considerations
    • Coordinate utility interconnection processes and timelines
  • Scheduling & Program Management
    • Establish and maintain global pre‑construction schedules and milestones
    • Ensure alignment across stakeholders to meet project timelines
    • Identify risks and proactively implement mitigation strategies
  • Cost Management (QS / CapEx)
    • Oversee cost planning, benchmarking, and budgeting across global projects
    • Ensure robust capex management and cost controls
    • Collaborate with finance teams on forecasting and investment planning
  • Project Management
    • Drive early‑stage project execution from concept through construction readiness
    • Ensure seamless handoff to construction teams
    • Maintain accountability for scope, schedule, budget, and quality

Qualifications

Experience

  • 15+ years of experience in pre‑construction, development, or capital project delivery
  • Proven experience leading global or multi‑regional teams
  • Strong background in large‑scale infrastructure, data centers, industrial, energy, or similar sectors
  • Demonstrated success managing complex, capital‑intensive projects

Skills & Expertise

  • Deep understanding of site selection, permitting, and utility infrastructure
  • Strong financial acumen with experience in cost estimation and capex management
