Stroud District Council is seeking a passionate, values-driven leader to join our leadership and management team as the next Head of Revenue and Benefits following the announcement of the current post holder's retirement. This is a critical statutory service for the Council, sitting at the heart of our financial sustainability, customer experience and support to residents and businesses across the district.
Managing services responsible for Council Tax, Business Rates, Housing Benefits, Council Tax Support, Sundry Debtors, Collection and Enforcement and Creditors, this role carries significant responsibility overseeing systems that administer in excess of £190m annually. The impact of this service is felt daily by our residents, businesses and Members, so influential leadership and commitment to our Council values will be essential.
This is also a genuinely exciting time to join the Council. The service is on a journey of modernisation and transformation, including the introduction of new cloud based billing and revenues system, smarter use of data and insight, and more customer focused digital solutions. You will have the opportunity to review, redesign and future proof the service, ensuring it remains resilient, efficient and compliant in an evolving financial and legislative environment.

As Head of Service, you will provide strategic and operational leadership to multidisciplinary teams, developing a high performing, customer centred culture that reflects our Council values, while ensuring performance, budgets and statutory responsibilities are effectively managed. You will work closely with Members, the Strategic Leadership Team and external partners, providing clear, confident advice on complex and often sensitive financial matters.
We are open to candidates from a variety of professional backgrounds, provided you bring expertise in revenues and benefits, strong financial acumen and the credibility to lead one of the Council's most visible and business critical services. An IRRV qualification is desirable, but not essential for candidates with equivalent senior experience.
We offer flexible working, including hybrid arrangements, without mandated office days and are open to part time working for the right person.
