Job Description
Strathclyde Partnership for Transport (SPT) is the largest of Scotland’s seven Regional Transport Partnerships, delivering integrated and sustainable transport solutions across the west of Scotland. In addition to operating the iconic Glasgow Subway, SPT manages regional bus stations, subsidised bus services, and infrastructure projects both directly and with our partners. SPT are responsible for developing the Regional Transport Strategy, shaping the future of mobility across our region.
We are seeking an experienced and motivated professional to join us as Bus Reform Lead, a key role in delivering transformative change across the bus network in the west of Scotland. You will help lead the development and implementation of the Strathclyde Regional Bus Strategy (SRBS) and associated Action Plan, with a focus on reversing the long-term decline in bus patronage and supporting economic, environmental and social development across the region.

About the Role
The Bus Reform Lead will support the Head of Bus Reform to manage and lead the development and delivery of key Bus Reform workstreams identified from the emerging Strathclyde Regional Bus Strategy (SRBS) and associated Action Plan, which is due to be finalised in September 2025. This will include the scoping and development and of Bus Reform options as set out in the 2019 Transport (Scotland) Act.
The postholder will be the main day-to-day internal and external contact and lead for all matters relating to allocated workstreams and any consultancy commissions, working with internal and external partners, including the 12 Local Authorities in the west of Scotland, local bus operators, Transport Scotland and other key stakeholders to deliver Bus Reform.
Key responsibilities include the following;
- Support the Head of Bus Reform in managing and delivering workstreams from the SRBS and Action Plan.
- Lead the development, scoping, commissioning, and delivery of Bus Reform work packages.
- Oversee day-to-day delivery of assigned workstreams, acting as the key internal and external contact.
- Liaise with 12 Local Authorities, bus operators, Transport Scotland, and other key partners to deliver agreed outcomes.
- Ensure integration and alignment with other key regional initiatives, including Clyde Metro.
About you
You will bring a combination of strategic insight, project management skills, and stakeholder engagement experience to this high-impact role. We are looking for candidates who can demonstrate:
A degree or equivalent experience in transport planning, project management, engineering, economics, or a related discipline. A relevant postgraduate qualification is desirable.
Proven experience in delivering complex, multi-stakeholder programmes, preferably in transport, infrastructure, or related.
Strong organisational and project management skills, including experience managing external consultants and multi-disciplinary teams.
Excellent interpersonal, negotiation, and communication skills, with the ability to influence and collaborate across diverse partners.
Knowledge of Scottish transport policy and the Transport (Scotland) Act 2019 is highly desirable.
Full time hours will be 35 hours per week Monday to Friday. However, you may be required to undertake work out with this norm to meet the responsibilities of the post.
You will be based at 131 St Vincent Street, Glasgow. Please note, this position falls into the low-risk category under the Alcohol and Drugs policy and therefore is subject to for-cause testing procedures.
