Duties:
- Reporting to the Manager of Human Resources, the Compensation and Total Rewards Consultant is responsible for the development, implementation, and ongoing administration of the Corporation’s total rewards framework, including compensation, job evaluation, and pay equity.
Work Performed:
- Lead and administer the Corporation’s compensation framework, including salary structures, pay administration practices, and internal equity reviews.
- Administer and maintain job evaluation programs, including Joint Job Evaluation (JJE) processes, development and maintenance of job descriptions, evaluation scoring, documentation, and committee support.
- Lead and maintain the Corporation’s pay equity program, including plan development, maintenance, reporting, and compliance with legislative requirements.
- Conduct internal compensation reviews and provide recommendations on job classification, reclassifications, and organizational structure changes.
- Conduct market benchmarking and compensation surveys to assess competitiveness and inform salary administration and organizational decision-making.
- Provide expert advice and guidance to management on compensation matters, job evaluation outcomes, and pay equity considerations.
- Develop, implement, and maintain policies, procedures, and guidelines related to compensation, job evaluation, and pay equity.
- Prepare reports, analysis, and recommendations for senior leadership related to compensation trends, internal equity, and pay equity compliance.
- Provide market benchmarking, compensation analysis, and internal equity insights to inform organizational decision‑making, including labour relations strategy.
- Ensure accurate documentation and records management in accordance with corporate standards and legislative requirements, including MFIPPA.
- Participate in workforce planning initiatives and contribute to the development of the corporate People Plan.
- Operate with a high degree of independence in managing assigned programs and priorities.
- Perform other related duties as assigned.
Qualifications:
- Undergraduate degree in Human Resources, Business Administration, Finance, or equivalent.
- Certified Compensation Professional designation (CCP) is strongly preferred.
- Minimum 3‑5 years of progressive experience in compensation, job evaluation, or total rewards, preferably within a unionized environment.
- Direct experience with job evaluation systems and pay equity program administration required.
- Experience in a municipal or broader public sector environment preferred.
Specialized Skills, Abilities, Training, License, Memberships, or Certifications:
- Strong knowledge of pay equity legislation and compliance requirements.
- Compensation design and salary administration practices.
- Strong knowledge of applicable legislation, including Employment Standards Act, Pay Equity Act, Human Rights Code, MFIPPA.
- Demonstrated ability to conduct market benchmarking, compensation analysis, and internal equity reviews.
- Strong communication and interpersonal skills, with the ability to advise and influence management.
- High level of discretion and ability to manage confidential and sensitive information.
- Ability to work independently and manage competing priorities in a fast‑paced environment.
