Your contribution to our company:

STRABAG UK are seeking an experienced Pre-Construction Manager to join its Ground Engineering team. This role is pivotal in shaping the successful delivery of complex civil engineering and geotechnical projects by leading the preconstruction and estimating process from early engagement through to tender submission. The successful candidate will bring proven expertise in preconstruction estimating, with a strong background in ground engineering solutions such as grouting, diaphragm wall, ground improvement, retaining structures, and geotechnical works.

Working closely with design, commercial, and delivery teams, you will lead the preparation of accurate, competitive, and risk-aware estimates that support tender submissions and early contractor involvement (ECI) opportunities. This will be a UK wide position, tasked with overseeing multiple projects across our Ground Engineering and Infrastructure division. The successful candidate can choose their head office location from any of our hubs in London, Edinburgh or Teesside but will be open to UK wide travel as required.

Requirements:

  • Plan and manage all aspects of bids providing subject matter expertise
  • Establish winning strategies and written plans for quality led bids
  • Lead and contribute to reviewing prequalification documents and tenders
  • Effective management, capable of controlling projects with tender values of up to £500m
  • Close commercial and design liaison, working alongside and managing the design and production teams, combined with input into the overall management of the project
  • Create detailed documents to convey method of construction to the client
  • Communicate internally within the group and its departments and externally with designers and other stakeholders
  • Technically review pre-contract documents
  • Produce and execute value engineering ideas throughout the process
  • Be fully conversant with all construction related policies and directives from health and safety to CDM
  • Lead and contribute to project co-ordination meetings
  • Contribute to the planning of activities through development of the programme
  • Ensure all estimates produced are accurate, complete, and optimised, resulting in the best value solution consistent with the approved business strategy
  • Develop high functioning relationships with site teams to ensure estimates are reflective of actual operational experience and captures lessons learnt, including attendance on project reviews to collate data and incorporate into future strategies
  • Contribute to the management of key Supply Chain relationships to ensure STRABAG secures the best value, competitive offering during tender preparation, and evaluation in accordance with Common Project Standards 2.4.2 considering criteria such as solvency, quality, capability, sustainability and HSSE
  • Develop high functioning relationships with other STRABAG Divisions and Sub-Divisions to successfully integrate team, JV pricing strategies and business strategies to use in-house capabilities on all opportunities
  • Influential in ensuring the Bid Plan and programme are executed and subsequently presented at the Pricing and Selection Committee
  • Participate in the governance process to ensure the outputs from the Common Procedures System (CPS) are accurately reflected and presented for approvals at each gateway
  • In conjunction with the senior Pre-Construction team take an active role in key client management, including leading negotiations and developing client specific offerings
  • In conjunction with the Preconstruction Director and Technical Director (and teams) develop bid winning and profit improvement strategies
  • Develop and implement bid/opportunity specific pricing strategies to ensure the correct approach is taken to pricing cost plans, single stage tenders, two stage tenders, negotiations, and supporting PCSAs
  • Maintain resource databases in estimating software such as iTWO, CCS, etc., to develop cost planning tools, benchmarking data, to enhance the accuracy and predictability of pricing
  • Ensure data is regularly updated with lessons learnt feedback from Commercial and Technical onsite teams and adjustments in market conditions
  • Extensive experience in ground engineering particularly Grouting and Retaining Walls; TAM Grouting, Jet Grouting, Permeation Grouting
  • Experience in Piling, Secant Piling, Diaphragm Walls, Shaft construction, mini-piling and ground improvement
  • Comfortable working as part of a larger STRABAG team representing the ground engineering division in house activities as well as external clients
  • An enthusiasm to go the extra mile and look at alternatives/innovations to bring best for project outcomes
