The role of the Appointed Person is critical within the SPR EA3 offshore renewable business. The individual will be responsible for carrying out third party document reviews and for ensuring the safe planning and execution of all lifting operations throughout the EA3 construction/project lifecycle.
Responsibilities and Duties
- Safeguarding the planning, execution and management of offshore heavy lifting operations including topside structure, TP sections, monopiles, turbine towers, nacelle, and blade sections.
- Integrate and develop relationships with specialist lifting contractors overseeing performance monitoring and the maintaining of safe systems of work.
- Main point of contact for EA3 lifting operations, responsible for ensuring that lifting operations are planned and executed in accordance with a safe system of work and adequate resource.
- Maintain expected standards and compliance with the Lifting Operations and Lifting Equipment Regulations (LOLER), including other supporting legislative requirements.
- Support the implementation of company policies and procedures, ensuring that the minimum requirements are applied and upheld during the construction/project lifecycle.

- Participate as a leading expert responsible for driving continuous improvement and innovation of working processes, health and safety.
- Ensure that all applicable lifting appliances and accessories have been suitably maintained and deemed fit for purpose.
Planning and Organisation
- Able to evaluate the requirements to generate lift plans including method statements and risk assessments necessary to support routine and complex lifting operations.
- Able to coordinate with specialist contractors involving multiple disciplines and locations, including quayside facilities, supply vessels, transportation vessel/barge, and heavy lift crane vessels.
- Able to undertake peer reviews of complex lift plans ensuring they are suitable, accurate, consistent, and maintain expected health and safety standards.
Skills, Knowledge and Experience
- Significant knowledge and experience of heavy lifting operations and associated environmental load complexities.
- Significant proven experience of working within an offshore marine environment.
- Conversant with the principles and methods associated with the consideration of lift criteria and established engineered standards and procedures.
- Conversant with marine industry standards and industry technical publications associated with marine operations and good working practices.
- Conversant with industry standards and codes of practice within the BS 7121 range of publications.
- Thorough understanding of regulations, standards and codes of practice relevant to load moving operations in the UK.
- Previous experience specific to rigging and slinging of a range of load types using multiple lifting appliances.
- Previous experience of incident and accident investigation methods.
- Previous experience of leading a team and being responsible for the direction and safety of other workers.
- Previous experience conducting complex load moving operations.
- Previous experience of hazard identification and risk assessment techniques and methods.
Essential Training
- Appointed Persons NVQ/SVQ Level 5 (valid CPCS A61 Blue Card) or a recognised equivalent.
- Level 4 qualification in a relevant field of engineering or equivalent (Note: vocational experience may be substituted based on the individual's relevant engineering experience).
Experience
- Minimum of 10 years experience with 5 years as an appointed person responsible for heavy lifting operations within the offshore industry.

- Organisational skills.

- Can provide clear, concise, and accurate reports.
- Good communication skills (written and verbal).

Desirable Experience
- Minimum of 10 years experience with 5 years as an appointed person responsible for installation of heavy structures within the offshore wind industry.
- Previous experience working with proprietary and specialist lifting tools used in the offshore wind industry.
- Previous experience working on specific wind farm installation vessels.

- Able to provide internal stakeholders with accurate information and updates during the construction/project lifecycle via face to face meetings, reports, shared data, presentations, and/or remote conference calls.
