The role will be part of the Staffordshire and Stoke on Trent joint PMO, managed by the Stoke on Trent Head of LGR Programme Delivery and based in the Strategy, Economy and Communications Service. The role is a hybrid position based at the Civic Centre in Stoke on Trent, with flexibility to work from home and various locations across Staffordshire as demanded by the work.

Key Responsibilities

  • Lead end‑to‑end delivery of projects within the Local Government Reform Programme.
  • Design and implement effective change management strategies to support service transformation.
  • Work closely with senior leaders, elected members, and cross‑functional teams to ensure alignment and buy‑in.
  • Develop and maintain detailed project plans, risk registers, and governance reporting.
  • Manage stakeholder engagement across internal departments, partner agencies, and external bodies.
  • Support benefits realisation, ensuring changes deliver measurable improvements for residents and services.
  • Identify and manage risks, issues, and dependencies across complex programmes.
  • Facilitate workshops, briefings, and communications to support organisational readiness for change.

What We’re Looking For

  • Proven experience in project and change management within local government or the public sector.
  • Strong understanding of organisational transformation and service redesign.
  • Experience working on large‑scale, politically sensitive programmes.
  • Excellent stakeholder engagement and communication skills, including influencing senior leaders.
  • Ability to manage competing priorities in complex environments.
  • Knowledge of change methodologies (e.g., Prosci, ADKAR, or similar) and desirable PRINCE2, MSP, Agile, or equivalent project‑management qualification (or equivalent experience).
