Responsibilities
Working within the SEN Monitoring and Assessment Team, the role will seek to work with young people, parents/carers, education settings and other stakeholders, to resolve disputes at the earliest possible opportunity, including through formal mediation and dispute resolution processes, and ensuring that the local authority continues to take the learning from these cases to shape future service delivery and decision making.
- Coordinate and collate information to support the Local Authority where there is dispute about special educational needs support arrangements.
- Prepare cases for tribunal, working directly with the Statutory Assessment Manager, Senior Casework Officers and appropriate SEND Team staff.
- Prepare chronologies and any other necessary paperwork required by the Tribunal Service, ensuring all documentation linked to SEN appeals is distributed appropriately and within specified time restraints.
- Identify appropriate witnesses to and support them throughout the tribunal process to ensure that they are adequately prepared and are able to present quality evidence to the tribunal.
- Represent the Local Authority at the Special Educational Needs and Disability Tribunal and defend the appropriateness of the proposed service provision for an individual child/young person, which could include representation against a parent advocate, qualified legal representative or a barrister.
- Coordinate allocation and attendance processes linked to mediation and resolution of all disputes relating to the SEND tribunal process.
- Attend formal mediation dispute resolution meetings, on behalf of the local authority, when they are requested by parents, and taking a lead on any subsequent action plans.
Qualifications
- Level 5 qualification in a relevant field or significant equivalent experience.
- In depth knowledge and understanding of current SEN legislation and reform, statutory procedures and processes governing the provision of services for children with special educational needs.
- Knowledge and understanding of the impact of SEND on children and young people's educational outcomes.
- Ability to interpret professional advice, including health and social care.
- Ability to manage time and priorities independently and as part of a team, and to work to tight deadlines.
- Ability to draft and prepare professional correspondence and reports, within a legal context, which are accurate in terms of content, grammar and spelling.
