Lead our Property and Housing Asset Management Teams to deliver Capital Investment Improvements to the City’s diverse Property portfolio and to the homes of our Tenants and Residents. Join Stoke-on-Trent City Council and be part of leading our newly formed Housing Repairs and Maintenance, Asset Management and Compliance Team as we work through an exciting period of change, implementing innovative systems and enhancing how tenants experience housing. This is a pivotal time for Stoke-on-Trent City Council as we prioritise investment in our Property Portfolio and Housing Stock and revitalise housing services with a renewed focus on tenants and community needs. You’ll have the chance to make a significant impact, supported by senior leadership, in a city that values innovation and collaboration.

Main duties of the job

  • Strategic Leadership: Develop and implement the Council’s Property and Housing Asset Management Strategy and Investment Plans, ensuring compliance with regulatory and legislative standards, including the Building Safety Act.
  • Carbon Reduction: Lead strategies and programmes to deliver energy-efficient Buildings and sustainable homes, including funding bids and delivery.
  • Tenant-Centric Initiatives: Drive investment and measures to address damp, mould, and condensation, ensuring tenants feel safe and secure.
  • Capital Investment: Oversee Corporate Capital Investment and Housing Revenue Account (HRA) capital and regeneration programmes, utilising stock condition data to prioritise and deliver improvements.
  • Performance and Efficiency: Ensure strong financial management, value-for-money assessments, and compliance with regulatory frameworks.

Person Specification

Experience

  • Highly developed understanding of repairs & assets including option appraisals.
  • Highly developed understanding of the housing funding processes, setting and managing budgets.
  • Extensive knowledge of local, regional and national housing agendas.
  • Extensive experience of successful bidding for HCA funding, working with developers and private investors.

Qualifications

  • A relevant professional qualification or equivalent successful experience and a clear evidence of commitment.
