The Managing Quantity Surveyor is key to ensuring financial probity of the Housing Revenue Account regarding appropriate property-maintenance and investment forecasts and budgets. Maximising cash flow through the control, measurement and valuation of work, accurate forecasting; reporting up of risks and actions; and the timely invoicing of customers and payment of suppliers; including the management and authorisation, or refusal of variations to works orders.

Manage and empower the QS team to monitor, review, challenge and correct any deviations where there are concerns regarding ‘value for money’, quality of work and conformity to specifications. Support the team in meeting their monitoring objectives, negotiating, persuading and problem-solving where appropriate; ensuring timely reports for each project are available throughout the year; and everything required to support financial closedown is available. Ensure the team successfully negotiate, persuade and problem solve where appropriate. Be the principal point of escalation for contractual or commercial disputes.

Assist the Head of Service with the financial monitoring of programmes of work and report on individual and overall project programming. The Managing QS will ensure the maintenance, improvement and investment in the housing stock is completed within the most cost effective and efficient manner, through current delivery principles and to identify areas where further efficiency may be made, reporting findings to the Head of Service.

Our Commercial Team works closely with the Project Delivery Team and with the Asset Management Team; and it is crucial that the postholder both understands and promotes the importance of commercial intelligence into and out of project managers to enable accurate reporting; and asset intelligence into and out of our assets data to ensure robust cost and value information is available for future schemes. Consequently, you will analyse material life cycle costs and life expectancy of individual materials to ensure the appropriate materials are being installed into the Council’s housing stock. Working with tenants and other groups you will consult upon and recommend revised product specifications and necessary revisions to the scope of service.

In association with property surveyors and project managers, produce compliant, accurate and enforceable technical documentation as requested by the Head of Service; including bills of quantities, schedules of works, schedules of rates, project specifications and any other documentation required.

Assess, review and mitigate commercial and contractual risks, by liaising with contractors, making site visits and inspections, attending meetings, measuring work, providing cost of variations and advice on contractual claims and related matters. To ensure all works comply with CDM Regulations. To provide advice to the team and other stakeholders on project budgets, contractual procedures and public sector procurement regulations.

To lead in the development, operation and maintenance of monitoring systems in relation to specific capital investment projects, asset investment proposals and to assist with producing accurate reports detailing project expenditure, income, outputs, milestones and risk analysis. Ensuring projects conform toThe Council’s policies, regulations and Standing Orders in terms of budget management and procurement of services.

To understand and keep up-to-date with new legislation, developments and innovations in the fields of procurement, programme and finance management, and social housing.
