About the role

We are looking for an experienced and ambitious Business Improvement Manager to join our Housing Insight and Performance team.

This is an exciting opportunity to lead transformational change across our Housing services, helping us deliver modern, efficient and customer-focused services that make a real difference for residents.

As Business Improvement Manager, you will play a leading role in delivering strategic improvement projects that support new housing legislation, regulatory requirements and the Council's wider transformation priorities.

Working closely with senior leaders, operational managers and colleagues across the organisation, you will identify opportunities to improve services, redesign processes and embed innovative ways of working.

This role is central to ensuring our housing services continue to evolve, embracing digital technology, strengthening compliance and delivering better outcomes for tenants and leaseholders.

  • What you’ll be doing
  • Lead the delivery of complex business improvement and transformation projects across Housing and Neighbourhood and Building Safety and Housing Property Services Business Units
  • Drive the implementation of new legislation, including the Social Housing (Regulation) Act, Building Safety requirements and Housing Ombudsman recommendations.
  • Review, redesign and improve housing processes to deliver better customer experiences and more efficient ways of working.
  • Identify opportunities to streamline services through innovation, technology and digital transformation.
  • Work collaboratively with managers, project sponsors and stakeholders to develop and implement sustainable service improvements.
  • Analyse performance information, customer feedback and industry best practice to identify opportunities for change.
  • Develop business cases, project plans, communications and governance arrangements to support successful project delivery.
  • Manage project risks, budgets, milestones and benefits, ensuring projects are delivered on time and achieve measurable outcomes.
  • Engage residents, tenants and leaseholders in shaping service improvements and ensuring customer voices influence change.
  • Lead on the development of new policies, procedures and training to support successful implementation of new ways of working.
  • Champion continuous improvement and collaborative working across Housing and the wider Council.

We are looking for someone with significant experience delivering business improvement, organisational change or transformation projects, ideally within housing, local government or another complex, customer-focused environment.

You will be passionate about improving services, confident working with senior stakeholders and able to translate ideas into practical, measurable improvements.

  • Strong knowledge of housing legislation, regulation and operational housing services.
  • Experience managing cross-service projects involving multiple stakeholders and competing priorities.
  • Excellent analytical skills with the ability to use performance data, customer insight and evidence to drive improvement.
  • Experience developing and implementing new policies, processes and service improvements.
  • Strong communication and stakeholder management skills with the ability to influence at all levels.
  • Experience supporting digital transformation, culture change or customer experience improvement programmes.
