We are looking to recruit a Framework Bid Manager to play a leading role within Stepnell’s expanding work-winning function. You will drive the strategic, technical and commercial direction of framework bids across the full lifecycle. This is an exciting opportunity to join us as we continue to build and strengthen our dedicated Framework Team, enhancing capability across national and regional frameworks. This role suits a confident, collaborative leader who thrives on guiding multidisciplinary teams, shaping compelling solutions and delivering high-quality, compliant submissions.

Key Responsibilities

  • Lead major Stepnell bids across all procurement routes, shaping the bid strategy, managing technical and commercial inputs, and ensuring submissions are fully compliant and compelling.
  • Guide multidisciplinary bid teams, including in-house colleagues, supply-chain partners and consultants, providing clear leadership, direction and indirect line management.
  • Develop work-winning strategies informed by CRM data, market intelligence, historical performance and competitor insight, ensuring all solutions align with client priorities.
  • Plan and coordinate the full bid lifecycle, including bid launch events, workshops, review cycles, bid programmes, resource allocation and governance processes.
  • Collaborate closely with Bid Writers and subject matter experts to shape answer plans, evolve responses through reviews, and bring Stepnell’s unique strengths to the forefront.
  • Oversee tender administration, including portal management, clarifications, addenda, document control and timely submission.
  • Lead client engagement during the bidding phase, chairing presentations, representing Stepnell in meetings and supporting commercial and technical settlement discussions.
  • Provide a smooth construction handover, briefing delivery teams on commitments, KPIs and client expectations.
  • Analyse tender and operational feedback to drive continuous improvement and strengthen future work-winning performance.
  • Champion innovation, supporting the adoption of new technologies such as AI, workflow systems and enhanced knowledge-management tools.
  • Ensure quality and compliance through the use of tender portals, the Stepnell Knowledge Bank, preconstruction processes and relevant procurement frameworks.

Where You’ll Work

You’ll work from one as part of our regional offices: Eastleigh, Bristol, Rugby, Liverpool or Nottingham, supporting our national framework efforts.

  • Confident collaborating with technical experts and translating complex information into clear strategies and solutions.
  • Familiarity with procurement processes, tender portals and governance requirements.
  • Strong communication and presentation skills, comfortable leading client-facing sessions.
