Company Description

UK Industrial Fusion Solutions (UKIFS) Ltd., a subsidiary of the UK Atomic Energy Authority (UKAEA), has been established by the UK Government to lead the delivery of fusion energy through the design and construction of the Spherical Tokamak for Energy Production (STEP) prototype plant. UKIFS is setting up the company, attracting talent, engaging with industry, developing a supply‑chain and planning the construction of the STEP prototype.

Position Details

  • Salary: ÂŁ62,858 per annum.
  • Working arrangement: Onsite work is expected for 3 days per week.
  • Locations: Employees may be based at West Burton, Nottinghamshire, or Culham, Oxfordshire.
  • Security clearance: SC clearance is required, including DBS checks.

Job Description

The Business Continuity Manager will provide strategic and practical expertise on all matters relating to Business Continuity, Business Resilience, Emergency Planning, Crisis Management and Security Risk Management for UKIFS. The role requires the holder to be a Suitable Qualified and Experienced Person (SQEP) and subject‑matter expert (SME), championing and sharing best practice across UKIFS and the STEP programme.

Accountabilities

Security Risk Management
  • Develop and introduce a holistic UKIFS Security Strategy, framework and policy aligned to regulatory and legislative demands.
  • Identify emerging threats and risks to UKIFS operations and business.
  • Monitor changes to the threat and risk environment and advise on mitigation measures.
  • Support UKIFS risk registers in liaison with risk owners.
  • Develop and implement a security incident response plan.
  • Liaise with computing and cyber security departments.
  • Apply protective security management to all areas of UKIFS business.
  • Implement a Secure by Design, physical security regime for the development of the site at West Burton or other UKIFS sites.
  • Implement a personnel security regime and security culture programme.
Business Continuity Planning
  • Develop and introduce a Business Continuity Policy.
  • Undertake Business Impact Analysis and develop Business Continuity Plans for UKIFS corporate and each facility and division.
  • Deliver training programmes for all disaster recovery teams and associated personnel.
Emergency Preparedness
  • Develop and implement UKIFS Emergency Planning Strategy.
  • Prepare site emergency plans and facility emergency arrangements for all designated UKIFS sites.
  • Develop emergency response training programmes for UKIFS and STEP staff (classroom, seminars, hybrid, e‑learning).
  • Produce UKIFS and STEP emergency preparedness procedures, aide‑memoirs, templates and guidance.
  • Implement exercising programmes and regimes for sites, facilities and teams.
  • Introduce debriefing and lesson‑identification protocols.
Crisis Management
  • Develop corporate capability for Crisis Management.
  • Create and maintain policy, terms of reference, membership and principles.
  • Define standards, processes and facilities for crisis management.
  • Provide training, exercising, debriefing and reporting protocols.
Operational Management and Building Competency
  • Manage the UKIFS operations budget of +ÂŁ5 M per annum and produce financial reports as required.
  • Develop capability across STEP as the programme matures, potentially assuming direct responsibility for business resilience and security budgets.
  • Recruit, develop, lead and manage a small team of level 4/5 Business Resilience advisors.

Qualifications

Essential Requirements
  • Hold or be able to achieve an SC security clearance.
  • Minimum educational requirement of a degree or equivalent occupational qualifications and accreditations in a business resilience discipline (business continuity, emergency planning, crisis management or security risk management).
  • Extensive relevant senior management experience in a law‑enforcement, counter‑terrorism, military or critical national infrastructure role is also acceptable.
  • Proven experience in a business resilience role in a high‑operational demand, technical or scientific setting.
  • Knowledge of UK Government security standards, functions, and requirements.
  • Proven leadership and management experience with excellent communication and influencing skills.
  • Ability to communicate clearly, both verbally and in written reports.
  • Excellent interpersonal skills to develop effective relationships across a wide range of roles and levels.
Beneficial Requirements
  • Experience in the civil nuclear industry, critical national infrastructure, law‑enforcement, security or military environments, combining business acumen with technical knowledge.
  • Full Microsoft Office 365 suite skills.
  • Knowledge of supporting international and national agencies and authorities.
  • Working experience and knowledge of HSE and EA regulatory powers.
  • Awareness of import/export control (dual‑use) and non‑proliferation requirements.
  • Knowledge of Secure by Design, BREEAM, RIBA, CDM regulations, UK Government Functional Standards, NPSA, NCSC, ProtectUK and UK GSG.
