Main responsibilities of the job:

  • As part of our Project Delivery, Transport Economics and Business Case team, you will be joining a team that advises a wide range of clients across many transport modes and related wider challenges such as economic performance, housing delivery, net‑zero and place.
  • You will develop and oversee economic techniques and analysis, including business‑case analysis in line with the Department’s Transport Analysis Guidance (TAG) and related economic‑impact guidance.
  • You will also lead the development of business cases, provide advice to senior clients or officials, and report findings.
  • At Steer we support clients by delivering specialist consultancy services across transport, cities and infrastructure, offering advice on business case, funding submissions, evaluation and economic impact analysis for modes including urban transit, active modes, rail, bus strategy and franchising, demand management and roads.

Experience / skills required:

  • Client and stakeholder liaison to understand project requirements.
  • Provision of high‑quality advice to clients.
  • Leading work streams within projects with supervision, ensuring best‑practice techniques are applied consistently.
  • Preparing and presenting reports, proposals and presentations.
  • Managing project budgets and exercising effective financial control.
  • Specifying economic analysis, interpreting outputs and communicating findings to technical and non‑technical audiences.
  • Contributing to the production and delivery of proposals related to our market area.
  • Assisting in general business development initiatives.
  • Participating in training to develop technical and consultancy skills.

To be successful in the role, you will:

  • Be comfortable working in creative multi‑disciplinary teams and provide positive contributions.
  • Demonstrate a strong track record in transport economics and business‑case development.
  • Take responsibility for key tasks and workstreams, managing multiple deadlines in parallel.
  • Show strong analytical skills as well as excellent written and verbal communication.
  • Have proven project management/delivery experience in a transport environment.

Compensation:

Steer is committed to ensuring that all its employees are compensated a fair, livable wage. Base salary may be adjusted in line with skills, abilities, internal equity and geographic location. Work Environment:

All full‑time employees are encouraged to spend 60% of their time either in the office or on‑site with clients. The typical work week consists of 37.5 hours. Part‑time and flexible working applications will be considered.
