The Head of Europe ETF Capital Markets Solutions within the ETF Capital Group will be responsible for leading all primary and secondary market activities across State Street Investment Management’s European ETF platform, with end-to-end accountability for liquidity outcomes, market quality, and trading efficiency. This role sits at the center of the ETF franchise, shaping how the platform performs in the market and how it competes across an increasingly complex and evolving market structure landscape.

In addition to overseeing the integrity and performance of State Street ETFs, the role will play a key strategic role in advancing the firm’s ETF-as-a-Service (EaaS) offering, leading and delivering comprehensive Capital Markets support for external clients across the full ETF lifecycle. This includes advising on go-to-market strategy, coordinating onboarding of authorized participants, market makers, and exchanges, and designing efficient primary market structures. Post-launch, the role will actively manage liquidity outcomes through ongoing engagement with trading counterparties, continuous monitoring of market quality, and delivery of data-driven diagnostics and reporting, ensuring both State Street and client ETFs achieve consistent, scalable, and competitive performance.

Key Responsibilities

  • Own and lead secondary market quality across ETFs, including spreads, depth, and execution consistency relative to peers.
  • Oversee primary market activity, including creations/redemptions, basket construction, and AP engagement.
  • Build and maintain senior relationships with market makers, APs, exchanges, and liquidity providers.
  • Develop a Contractual Market Making strategy that improves market quality and sales effectiveness.
  • Drive automation and scalability of ETF markets oversight through data and technology initiatives.
  • Partner cross-functionally with Product, Investments, Funds Management, Trading, Legal, and Operations teams to improve market quality outcomes.

Key Performance Indicators (KPIs)

  • Improve ETF market quality versus peers (spreads, depth, execution quality, premium/discount behaviour).
  • Optimize contractual market making relationships, including economics, quoting obligations, and liquidity outcomes.
  • Enhance primary market efficiency, including tighter arbitrage linkage, improved basket execution, and reduced friction in creations/redemptions.
  • Increase AP diversification and reduce concentration risk across primary market activity.
  • Strengthen spread resilience and liquidity provision during periods of market stress.
  • Improve speed, consistency, and accuracy of market commentary and diagnostics delivered to stakeholders.

ETF-as-a-Service (EaaS) Responsibilities

  • Lead capital markets support for external ETF clients across Europe.
  • Advise on exchange listing strategy, AP onboarding, and liquidity provider selection.
  • Guide clients on ETF market structure, including primary market design, basket strategy, and trading considerations.
  • Support ETF launches, including pre-launch liquidity planning and post-launch oversight.

Strategic Impact

This role will be critical in enhancing ETF liquidity, improving market quality, and scaling State Street’s European ETF platform. It will drive a more consistent, data-driven approach to Markets Oversight, strengthening primary and secondary market outcomes and reinforcing the firm’s competitive positioning in ETFs. In parallel, the role will play a central part in expanding the firm’s ETF-as-a-Service (EaaS) capabilities, positioning State Street as a leading provider of capital markets expertise to external clients. Through direct engagement with clients, authorized participants, and market makers, the position will contribute to both product success and broader commercial growth. Over time, the role is expected to evolve into broader leadership responsibilities, with potential to expand into regional or global mandates across ETF Capital Markets. As such, this position is a key investment in building the next generation of leadership within the ETF Capital Markets organization.

Qualifications
