This is a contractual position with limited State of Maryland benefits. The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing of affordable housing and revitalizing communities. Annually, DHCD finances approximately 2,700 units of multifamily rental housing in 40 properties, amounting to $350 million in construction and permanent financing. Funding comes from a variety of sources, including state-appropriated funds, taxable and tax-exempt revenue bonds, federal low-income housing tax credits, federal HOME funds and other federal funds. Additionally, DHCD administers rental assistance programs and innovative initiatives designed to expand affordable housing opportunities for persons with disabilities, increase the energy efficiency and sustainability of affordable multifamily developments, and preserve rental housing.
The Division of Community Development Administration Multi-Family has an opening for a Housing Inspector. POSITION DUTIES
The Housing Inspector manages the process and conducts inspections of housing units for the Housing Choice Voucher (HCV) Program in accordance with the Department of Housing and Urban Development (HUD) Housing Quality Standards (HQS)/NSPIRE requirements, federal, state and local building codes including the identification of potential exigent health and safety hazards. May also include a range of activities related to enforcement of corrective action plans to remove deficiencies, technical assistance and training to property owners and local subcontracting agency inspection staff and providing customer service to HCV participants, HCV owners and other stakeholders. The individual must maintain a valid driver's license and possess the capability to walk 3 to 5 miles each day, bend, stoop, and climb stairs. The position involves extensive travel and long-distance driving. Additionally, should be able to carry a tablet weighing 2 pounds and make observations in varying lighting conditions. During unit inspections, the inspector may encounter various issues including unsanitary conditions, infestations by pests or rodents, and undesirable neighborhood characteristics. Additionally, the inspector may observe hazards such as mold, gas leaks, exposed electrical wiring, asbestos, and carbon dioxide accumulation, among others.
MINIMUM QUALIFICATIONS
Experience: Seven years of community assistance experience in residential or commercial real estate development, governmental housing, community development or infrastructure development programs, including market research, planning, financial management, loan or grant program administration, capital projects or project development.
Notes:
1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in urban planning, financial management, business or public administration, political science, economic, marketing, management science or a related field and three years of community assistance experience in residential or commercial real estate development, governmental housing, community development or infrastructure development programs, including market research, planning, financial management, loan or grant program administration, capital projects or project development for the required experience.
2. Candidates may substitute graduate credit hours in urban planning, financial management, business or public administration, political science, economics, marketing, management science or a closely related field on a year-for-year basis for up to two years of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Business and Industry job family or Business and Industry job codes on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Experience performing Housing Quality/NSPIRE (National Standards for the Physical Inspection of Real Estate) or Housing Quality Control inspections of housing units for the Housing Choice Voucher (HCV) program, project based housing or any other state, federal or local housing program. Experience enforcing Housing Choice Voucher, Moderate Rehabilitation, or grant program regulations. Experience providing technical assistance and training to local and regional government officials, non-profit organizations, private landlords, tenants, and local grantee staff.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidised health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidise the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
