Nature and Scope
This position manages FOIA and civil subpoena requests for the Delaware State Police. Primary work includes assisting the agency's Community Relations Officer with ensuring efficient and effective operations by carrying out various support activities. Work includes assisting in FOIA responses, utilizing DELJIS and LEISS for research and document production, maintaining the FOIA log and assisting the agency in responding to civil subpoenas.
Work involves creating word processing documents, creating and maintaining Excel spreadsheets, compiling documents for civil subpoenas and responding to inquiries from agency personnel and the public.
Principal Accountabilities
- Receives and responds to FOIA requests within the 15-business day timeframe as mandated by 29 Del. C. § 10003.
- Maintains a FOIA log as mandated by 29 Del. C. § 10003.
- Coordinates with DSHS’ FOIA Coordinator, Division’s Deputy Attorney General and personnel to ensure FOIA requests are properly responded to pursuant to state and federal law and statutes.
- Assists in developing procedures for disseminating information and documents.
- Receives and responds to civil subpoenas served upon the Delaware State Police in accordance with agency policy and the Division’s Deputy Attorney General’s direction.
- Coordinates Trooper depositions.
- Conducts case law research concerning precedents and past court decisions. Reviews state and federal codes, laws, regulations, policies and procedures and ensures compliance of legal actions and processes.
- Conducts phone calls, meetings, and responds to emails.
- Communicates with other state and federal agencies and requestors.
- Performs administrative functions such as correspondence, letters and reports.
Knowledge, Skills and Abilities
· Skill in grammar, punctuation, spelling and composition for clean and concise communication.
- Knowledge of general office practices and procedures involving filing and record keeping.
- Ability to use a variety of office equipment, including personal computers, copier, fax machine etc.
- Ability to communicate effectively with staff, employees and the public, through written, electronic, and face-to-face interactions.
- Skill in applying basic and advanced tools used in word processing applications.
- Ability to learn and apply Delaware Code and Titles relating to FOIA and civil subpoenas.
- Skill in applying the tools used in creating and modifying Excel spreadsheets.
- Ability to obtain and maintain DELJIS certification.
Minimum Qualifications
1. Six months experience in gathering, organizing, formatting, translating, or interpreting information into forms more easily understood by the media or public, and disseminating the information.
2. Knowledge of developing policies, procedures or programs for dissemination of information to the public or media groups.
3. Six months experience of communicating with the public both verbally and in written form.
Conditions of Employment
