Location: We're open to the successful candidate being based from either London, Manchester or Cardiff. Travel between offices will be required. Hybrid working: All Starling colleagues spend a minimum of 10 days per month in the office with flexibility to work the rest from home.

The Opportunity: This role oversees the Bank’s strategic portfolio of change and guides the team that delivers it. The focus is on making sure we prioritise the right work, deliver it well, and don’t slow ourselves down with unnecessary processes. The role is key to balancing Starling’s entrepreneurial spirit with the discipline required of a rapidly growing UK bank. It is about enabling momentum, clarity and accountability across change, while keeping things practical, lightweight and outcome-focused. This is a builder role: shaping the change function, setting clear ways of working, and being hands‑on where needed.
Key Accountabilities & Responsibilities:
- Providing oversight of the bank‑wide strategic portfolio of change.
- Setting up how change gets done - designing and embedding pragmatic frameworks that work in the real world.
- Partnering with the business to understand demand, plan capacity, and support successful delivery - not just report on it.
- Introducing tooling, standards and governance that add value, support decision‑making and protect the Bank, without creating drag.
- Building a strong, trusted team of change professionals and a community of practice across the Bank.
- Supporting training, coaching and progression for change professionals and promoting strong delivery discipline across the organisation.
- Fostering a culture of continuous improvement by identifying delivery challenges, shaping effective solutions, and translating insights into scalable best practice.
